The Project consists of: Constructing a new outdoor shooting range at 4050 South 7th Street in the City of Keokuk, Iowa Major items of work included approximately 16,100 cubic yards of earth excavation, 310 feet of 21" storm sewer with 3 inlets, 520 square yards of sidewalk and two covered shooting areas, along with associated appurtenances. Each bid shall be prepared on forms furnished with the bid documents. The proposal shall be submitted in a sealed envelope separate from the required bid security. Each bidder shall accompany the bid with a bid security, as defined in Section 26.8 of the Iowa Code and as specified by the governmental entity, in the amount of not less than 5% of the total amount of the bid and as specified by the governmental entity. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. The work shall be done under contract and in accordance with the provisions of the project contract documents, specifications and plans. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa, and to the Iowa domestic labor. The work under the proposed contract shall commence on or after the date specified in the written Notice to Proceed. The project shall be substantially completed by August 30, 2019, and completed and ready for final payment by September 27, 2019. Bidding Documents also may be examined at the office of the Public Works Director at 601 Main Street, Suite 3, Keokuk, IA, on Mondays through Fridays between the hours of 8:00 am and 4:30 pm; and the office of the Engineer, Poepping, Stone, Bach and Associates, Inc. 3523 Main Street, Keokuk, Iowa 52632, on Mondays through Fridays between the hours of 8:00 am and 5:00 pm. Checks for Bidding Documents shall be payable to "Poepping, Stone, Bach & Associates, Inc.". Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, if any, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. The City of Keokuk through its City Council proposes to award the work to the lowest responsible bidder, but the City reserves the right, if in the judgment of its City Council, any bid or bids received are not acceptable, to reject any or all bids and also reserves the right to waive irregularities and to accept such bid which the City Council deems to be in the best interest of the City of Keokuk, Iowa. A pre-bid conference will be not be held.
