*As of April 7, 2022, construction is underway. Financial close was reached on February 28, 2022 with the groundbreaking ceremony commencing on March 14, 2022. The toll lanes are expected to open in late 2025 with completion scheduled for mid-2026. ***All interested parties must contact Lane Construction to sign a Non-Disclosure Agreement (NDA) prior to submitting a quote. Bid documents will only be released to contractors who have signed the NDA and followed the State, Federal and Transurban protocols.*** Project Numbers: See Below Transurban Project No.: PRJ00495 VDOT Project No.: 0495-029-419 (UPC 115401) FHWA Project No.: NHPP-495-5(095) The Lane Construction Corporation will be submitting a bid for the I-495 (NEXT) Express Lanes Northern Extension Design-Build Project. The Project is an extension of the 495 HOV/HOT Lanes (Express Lanes) in Fairfax County, Virginia. The Project will extend along Interstate 495 (I-495) from the current northern terminus of the 495 Express Lanes near Old Dominion Drive (Route 738) to the vicinity of the George Washington Memorial Parkway (GWMP), and improvements to the Dulles Toll Road, Georgetown Pike and GWMP interchanges, existing bridges and the General Purpose lanes. I-495 currently operates with four General Purpose lanes in each direction along the Project corridor. This project has a 15% DBE and a 25% SWaM Goal. The Lane Construction Corporation, as always, welcomes quotes from DBE/MBE/WBE and SBE subcontractors. *All subs and vendors need to take not of the requirements in section 1.15 of Part 2 in the RFP* The scope of Project NEXT includes the design and construction (or installation) of the following: Approximately two miles of new two-lane HOT (Express) Lanes in each direction (with full shoulders) from the existing northern terminus near Old Dominion Drive (Route 738) to the vicinity of the GWMP), and improvements to the Dulles Toll Road, Georgetown Pike and GWMP interchanges and the General Purpose lanes; New northbound I-495 General Purpose (GP) Auxiliary Lane between Dulles Toll Road (DTR) and Georgetown Pike (Route 193); New Express Lanes access points with adequate merge lengths as follows (at-grade HOT Lanes access points other than those stated below are prohibited): Dulles Toll Road EB to 495 Express Lanes NB (Ramp E1, including necessary adjustments to the existing GP lane Ramp D2) Replacement of four existing bridges: Live Oak Drive over the Beltway (with bicycle/pedestrian facilities added) New Express Lane ramps and bridges: Modification of two existing bridges: Necessary upgrades and updates to the existing 495 Express Lanes electronic tolling and traffic management systems software necessary to operate Project NEXT. Integration and commissioning of the new TMS devices and equipment into the 495 Express Lanes back-office systems and operations center. This work will be performed by a designated TMS Subcontractor (Transurban (USA) Inc.), whose responsibilities are further defined in Part 2 (NEXT Technical Requirements) Section 3.16 and the TMS Interface Plan (Attachment 3.16c); Signage and traffic signal enhancements on local approach roadways to I-495 New or replacement noise barrier walls along the Project corridor (and connecting roadways, where applicable). SUBCONTRACTING & MATERIAL SUPPLY OPPORTUNITIES INCLUDE, but are not limited to, the following: Saw & Seal Concrete Paving Joints, Aggregates, Borrow Material, Lime Stabilization, Asphalt Paving, Concrete Paving, Trucking, Storm Drainage, MSE, Sound Wall, SIP, Waterline, Sanitary Sewer, Underdrain Material and Sub, Post Installation Inspection, Utility Test Pits, Concrete Sitework, Concrete Median Barrier, Seeding/Erosion Control, Landscaping, Signage, Electrical, Lighting, Traffic Control Materials/Sub, Fencing, Guardrail, Ready-Mix Concrete, Concrete Slabs, Reinforcing Steel Materials and Tying, Demolition, Piling, Pile Testing, Striping, as well as other opportunities and materials.
