The work will consist of a partial building renovation and retrofit for new public restrooms to Building 49 located in Crane Cove Park on Illinois Street, southeast of the 18th Street T-intersection (the "project"). The Port intends to award the contract for this project using the Best Value Procurement procedure, by determining the bid with the best combination of price and qualifications, pursuant to San Francisco Administrative Code Section 6.74. Contract Estimate: $2,090,000 Time Allowed for Completion: 300 consecutive calendar days (Conditional, refer to Section 00 73 02) Liquidated Damages: Varies, refer to Section 00 73 02 for details Contract Basis: Lump Sum Bid Items License Required: Class "B" California Contractors License Contract Monitoring Division (CMD) Local Business Enterprise Subcontracting Goal: Local Business Enterprise (LBE) Subcontracting Goal = 23% Partnering Requirements: Partnering Level 1. Refer to Section 01 31 33 for more details. Local Business Enterprise Prime Contractor bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. If necessary, the Port will issue bid date changes by addendum and will post the current date for receiving bids on the Bids and Contracts page at the Port's through electronically. This notice is for information only. Please refer to the bid documents for specific requirements. Insurance Requirements: Please refer to Section 00 73 16, and submit requisite insurance documentation within ten (10) working days after the date on which the contract is awarded. Contractor Qualifications qualifications to be considered for evaluation: The Bidders for this contract must meet the following minimum Valid contractor's license for Class "B" issued by the California Contractor's State Licensing Board; Contractor shall have documented experience in performing a minimum of three (3) projects with similar work as shown in the Contract Documents over the last 5 years, and; Contractor shall have documented experience with minimum three (3) public works projects over the last 5 years. Safety History: Has either state of California or federal OSHA cited and assessed penalties against the Contractor for any "serious," "willful," or "repeat" violations of its safety or health regulations in the past five (5) years, and either: a) Contractor's average annual gross revenue for the last three years was equal to or less than $50 million and Contractor had three (3) or more instances of "serious," "willful," or "repeat" violations; OR b) Contractor's average annual gross revenue for the last three years was more than $50 million and Contractor had six (6) or more instances of "serious," "willful," or "repeat" violations YES NO If "yes," your firm is not qualified to bid. Best Value Procurement: Pursuant to Administrative Code Section 6.74, qualifying bids will be evaluated for ranking under the best value procurement process to determine the responsive responsible bidder with the best combination of price and qualifications, using the criteria, ranking system and methodology, set forth as follows: 1. Best Value Criteria and Rating: The following criteria and scoring shall apply for evaluation of bids and calculation ofthe Bidder's Qualification Point (QP) Score: a) Relevant Project Experience (250 points maximum or 62.5% oftotal possible QP Score) b) Safety (100 points maximum or 25% oftotal possible QP Score) c) Contracting Community Development (50 points maximum or 12.5% of total possible QP Score) Best Value Questionnaire a) Bidders shall submit responses to the Best Value Questionnaire (Section 00 40 23) in a separate envelope labeled "2814 - Best Value Questionnaire." A qualified panel will evaluate and score the responses to the Questionnaire to determine each Bidder's Qualification Point (QP) Score. b) Best Value Bids shall include both cost and qualitative factors. 3. Methodology for Scoring: The responsive responsible Bidder with the lowest Best Value Score (shown as the quotient below), or cost per quality point, will represent the best value Bid The Bidder's Best Value Score shall be calculated by dividing the Total Bid Price (from the Schedule of Bid Prices) by the Bidder's QP Score Bid security in the form of a corporate surety bond or an irrevocable letter of credit (or certified check if required bid security is $15,000 or less) for ten percent (10%) of the amount bid must accompany each bid. In accordance with San Francisco Administrative Code Chapter 6, no bid is accepted and no contract in excess of $600,000 is awarded by the City and County of San Francisco until such time as (a) the Port Commission approves the contract for award and (b) the Port Executive Director or designee then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. In accordance with San Francisco Administrative Code Chapter 6, Section 6.4, Contractor shall use to the maximum extent possible, recycled content materials, rather than virgin materials. All contractors and subcontractors who bid or work on a public works project must register and pay an annual fee to the California Department of Industrial Relations ("DIR"). No contractor or subcontractor may be listed in a bid for a public works project unless registered with the DIR as required by Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations and/or the San Francisco Office of Labor Standards Enforcement. Minimum wage rates for this project must comply with the current requirements for payment of General Prevailing Wages as determined by the State Department of Industrial Relations. Minimum wage rates other than applicable General Prevailing Wages must comply with San Francisco Administrative Code, Chapter 12P, Minimum Compensation Ordinance. Pursuant to San Francisco Administrative Code (SFAC) Section 6.25, "Clean Construction is required for the performance of all work unless a waiver of all or part of the requirements of that Chapter has been granted under Sections 25.5 or 25.7." This Contract is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into any Contract with a Contractor that has its United States headquarters in a state ("Covered State") with laws that perpetuate discrimination against LGBT populations or where any or all ofthe work on the contract will be performed in any of those states.
