As of May 8, 2019 the project has been awarded for $3,608,247.30. Plans and Specifications are on file and may be examined at the office of the Grant Administrator, 23 South Washington, Ardmore, OK 73401, and at the office of the Consulting Engineers, Lochner, 13439 Broadway Ext., Suite 101, Oklahoma City, OK 73114. All bidders submitting a bid must obtain an electronic copy of bid documents from Lochner to submit a valid bid. Any proposal submitted that was obtained from an outside source other than Lochner will be considered an irregular proposal and will be eligible for rejection. When the bidder purchases a set of bid documents, the bidder will be placed on a plan holder's list, which is necessary to supply bidders with any addenda that may be issued for the project. When orders for a set of bid documents are received, the documents will be transmitted electronically to the bidder.  If the Bidder requests delivery by some other means, the Bidder will be assessed the delivery charge, which is to be paid prior to delivery. Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid.  The bid guaranty may be by certified check or bid bond made payable to the City of Ardmore, Oklahoma. Bids may be held by the City of Ardmore for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. The right is reserved, as the City of Ardmore may require, to Invitation to Bid. . . . . . .710 reject any and all bids and to waive any informality in the bids received. This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 6.0% Race Neutral and 1.1% Race Conscious participation for a total goal of 7.1% for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.
