In these meetings, the county is presenting over 100 projects ranging from parks to new county facilities and partner projects, including upgrades to the Sun Bowl. Betsy Keller, county chief administrator, told ABC-7 that none of the projects presented are final, but the feedback gained from these meetings will be important to determine what projects will potentially be up for vote. "These projects will be available for the public and put over meetings over the next several weeks. We'll take all the feedback we receive from the public, provide it to the Bond Advisory Committee, who will then take that into consideration and make their final recommendations on what projects they believe should be considered by Commissioners court," said Keller. "They recommended a $150 million certificate of obligation, which would be approved by commissioners court. That package really focuses on the essential public purpose projects that are the nuts and bolts type that really help us keep the lights on, make sure that we're meeting our mission. The other recommendation is a $340 million general obligation bond that, if approved by commissioners court, could go out to voters as early as November of 2024 for those capital improvement projects," said Landeros. Landeros also said these projects also include alternative projects like revitalizing the County Coliseum. And the County wants the public's input into the process and what should be included. As part of that planning process, the County is planning a second phase of public meetings as a follow-up to meetings that were held in March and April. Those meetings were used to gather input about the "public's threshold for investment and the priority areas they would like the County to focus on," according to a news release sent out by the County. UTEP proposes $99M in improvements to Sun Bowl stadium This next phase of in-person community feedback sessions will focus on gathering the public's opinion on the individual projects recommended by the County's Bond Advisory Committee (BoAC), a group of 11 volunteer citizens appointed by Commissioners Court to help organize any potential future bond proposals. The proposed project list ranges from investments in "critical public safety infrastructure to enhancements of County regional and neighborhood parks," according to the County press release. UTEP asked the County on Friday, May 24 to consider adding $99 million of improvements to the Sun Bowl stadium as part of any bond proposal. Commissioners Court has not made a final decision on whether or not they will be pursuing a bond and are looking for community feedback before making a decision, which is expected to come sometime in late July or early August, according to the news release. "These meetings give residents the opportunity to consider the conceptual plans for these proposed projects and meet with and ask questions of County staff about the projects. Then residents will be asked to provide valuable feedback that will be shared with the BoAC and Commissioners Court to help inform their recommendations about which projects might move to a possible bond election. Commissioners Court is consistently looking for the public's feedback to build trust and better serve our community," said County Chief Administrator Betsy Keller. If the Commissioners Court recommends a bond issuance, the proposal would potentially go to voters as early as November 2024. The project recommendations aim to enhance the community but could also impact taxpayers. The Planning Board Advisory Committee has recommended allocating $340 million for general obligation projects. If approved, these projects would increase property taxes by 3 to 3.5 cents, which is about $10 more per month for a $250,000 home. The funds would be used for improvements to county parks, new facilities, and first-time water services for those without access. Projects under consideration include upgrades to Azcarate Park, the construction of a new animal shelter, and renovations to the UTEP Sun Bowl. Jose Landeros, director of strategic development told ABC-7, none of these project recommendations are final, emphasizing the importance of public feedback, “Projects can still move in and out of what is funded. That decision would be made until at the earliest, August of 2024,” he said. Additionally, $150 million has been set aside for certificates of obligation, which are tax rate neutral. These projects focus on public safety and readiness, including renovations to jails, investments in downtown facilities over 30 years old, and repairing aging HVAC systems. In some instances some of these roads and solutions may be the difference between someone being able to access a road to get out of the house within minutes of emergency during a rain event and not being able to do so.” After the community meetings, the recommendations still have to be presented to Commissioners Court.
