Project includes the complete reconstruction of the English Plaza parking lot and a portion of the White Street Parking lot, as well as various streetscape improvements to White Street. The project goals include improved safety, ADA improvements, multi-modal circulation, storm sewer upgrades, new curb and sidewalk, and a revised parking layout, as well as aesthetic enhancements including lighting, landscaping, and seating areas. Bidders will be furnished with a copy of the Contract Documents upon proper notice and payment of a non-refundable charge of one hundred dollars ($100.00) in the form of a check payable to ENGenuity Infrastructure, LLC to defray the cost thereof. Bids must be made on the bid proposal forms included with the Contract Documents, enclosed in a sealed package bearing the name and address of the bidder, with the project title and contract number on the outside, addressed to the Borough of Red Bank at the address stated above. Bids must be accompanied by a guarantee pursuant to N.J.S.A. 40A:11-21, in the form of a bid bond, cashier's check, or certified check in the amount of 10 percent of the bid, but not in excess of $20,000.00; a certificate from a surety company acceptable to the Borough of Red Bank pursuant to N.J.S.A. 40A:11-22; a statement of corporate ownership pursuant to N.J.S.A. 52:25-24.2; a listing of contractors pursuant to N.J.S.A. 40A:11-16; and an acknowledgment of the bidder's receipt of any notice or revisions or addenda to the advertisement or bid documents. Performance and payment bonds for the full amount of this project are required. The successful bidder is required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the business registration requirements of N.J.S.A. 52:32-44; the public works contractor registration requirements of N.J.S.A. 34:11-56.48 et seq.; the anti-discrimination requirements of N.J.S.A. 10:2-1 et seq., N.J.S.A. 10:5-1 et seq. and N.J.S.A. 10:5-31 et seq., P.L. 1975 c. 127., and N.J.A.C. 17:27-1 et seq.; and the prevailing wage requirements of N.J.S.A. 34:11-56.25 et seq. The Borough of Red Bank intends to award this project to the lowest bidder whose bid proposal is responsive and complies with its requirements for the project, provided that, in the judgment of the Borough of Red Bank, the award is reasonable, within available funds, and in the best interest of the Borough of Red Bank. The Borough of Red Bank reserves the right to consider the bid proposals for 60 days after the bid proposals are opened and read, and to reject any or all bids, either in whole or in part.
