The Albany Water Board operates the Board of Albany water supply system, and the sanitary and combined sewer collection systems. Minority Business Enterprises and Women's Business Enterprises are encouraged to submit proposals. The purpose of this RFP is to provide professional engineering services to support the Board of Albany's Water Board (AWB) decision-making for flood mitigation in future capital investments concerning the Melrose Avenue-Western Avenue-Marion Avenue portion of the Beaver Creek Sewer District. The area has been subject to historic flooding due to combined sewer surcharging from heavy rains and insufficient sewer and stormwater retention capacity. Both residential property and Board-owned infrastructure were damaged in these events. The consultant will provide a hydrologic and hydraulic model of the boundary area to quantify stormwater quantity and impacts to the surrounding community and use the model to identify three conceptual level projects that address stormwater issues. Both grey and green infrastructure alternatives should be evaluated. A benefit-cost analysis (BCA) using the standardized FEMA method shall be prepared to show the damages prior to mitigation and the damages after mitigation for each of the proposed projects. Additionally, FEMA's HAZUS methodology should be applied to the area to estimate potential losses from natural disasters and inform the project alternatives accordingly.
