Oldham County Environmental Authority - Inflow and Infiltration ProjectsThis project consists of work required to rehabilitate the portions of OCEAs gravity sewer collection system. The work includes but not limited to sewer cleaning works, sewer CCTV taping and review, manhole rehabilitation, point repairs, sewer lining, service lateral grouting and lining, and sewer replacements. Sewer range in size from 6 inches to 10 inches diameter. Work shall include all scheduling, road detour planning and implementation, products, equipment, materials and labor necessary to complete the work including all restoration work necessary to restore all property and roads to a minimum of pre-existing conditions. All bidders shall submit with their bid an acceptable Bid bond or certified check in the amount of 5% of the bid, payable to OCEA OCEA reserves the right to waive any informalities or to reject any and all bids. No bidder may withdraw their bid within 90 days after the bid opening date. The award of this project will be to the bidder, OCEA determines to be the lowest, responsive and responsible bidder. The Bidder awarded the contract shall complete the project within 220 calendar days. Liquidated damages will be assessed at $150 per calendar day the work is not substantially completed or $100 per day, if the work does not meet final completion schedule, in accordance with the bidding documents. The project is funded with funds from the Kentucky Clean Water State Revolving Fund (SRF) with federal funds provided by the Environmental Protection Agency. SRF requirements (including American Iron and Steel and Davis-bacon) and provisions must be met by the Bidder and all subcontractors. This procurement is subject to KY Division of Water Procurement Guidance including the Davis Bacon Act. Bidders must comply with the following: Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Contract Work Hours Standard Act, President Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin and 41 CFR 60-4 in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the time tables and goals set forth in 41 CFR 60-4.
