Renovation of a mixed-use development in Newark, Delaware. Completed plans call for the renovation of a fire / police facility and municipal facility.
This project covers the replacement of the existing HVAC system at the City Municipal Building and Newark Police Department Buildings. These units are very inefficent and currently require a substantial amount of routine maintenance. It is anticipated that this upgrade will result in ongoing operational savings, which will be determined during a future CIP budget cycle. Funding Schedule: 2019: $50,000 The funds allocated in 2019 are for the planning and designing of the HVAC system replacement. 2020: $950,000 The funds allocated in 2020 are for implementation of the 2019 plan and the construction costs related. It is our goal to perform this work via an energy performance contract through an energy service company (ESCO) The City of Newark, Delaware, through its Energy Savings Performance Contracting Program (EPCP), is accepting proposals from Energy Services Companies (ESCOs) to be pre-qualified and selected for Energy Savings Performance Contracting services as it relates to the modernization, upgrading, and retrofitting of the HVAC systems in City buildings. As of April 22, 2020 an awarded firm has been identified for an Initial Investment Grade Energy Audit. A second recommendation to award the same firm the RFP for design and construction services will likely be made sometime in June 2020.
