All labor, materials and equipment necessary for the grading and storm sewer improvements for the Athletic Training Complex improvements at Camp Dodge; including mobilization, site demolition, staking, earthwork, erosion control, storm sewer, irrigation, seeding and associated work. Deposit will be refunded to bidders upon return of their complete set of Bidding Documents, including any addenda, properly bound and in good condition to Beeline and Blue within 14 calendar days after opening of bids. Cash deposits will not be accepted. A certified check drawn upon a solvent bank or bid bond executed by corporations authorized to contract as surety in Iowa, and submitted on AIA Document A310 - Bid Bond, in the amount of five percent (5%) of the total bid and made payable to The Adjutant General, Iowa National Guard, shall be filed with each bidder's proposal as a guarantee that the accepted bidder shall enter into a contract with the State of Iowa and file an approved surety company Performance and Payment Bond for the faithful performance thereof. Upon failure to comply, said check or bid bond shall become forfeited as liquidated damages Bids received will be opened and read aloud at the time and place stated. Bids received after that time will not be accepted. Oral, telephonic, telegraphic, facsimile or other electronically transmitted bids will not be accepted. Interested parties are invited to attend. It is hereby agreed that when entering into this contract with the IAARNG the General Contractor will take documented steps to encourage participation from Targeted Small Businesses for the purpose of subcontracting or supplying of materials. The project has a Targeted Small Business participation goal of ten percent (10%). A listing of certified Targeted Small Businesses can be obtained by visiting the Iowa Department of Inspections and Appeals website at dia.iowa.gov/tsb and using the "search" option All proposals shall be filed on forms furnished, sealed, and plainly marked as described in the Instructions to Bidders. The Iowa Army National Guard reserves the right to reject any or all bids and to accept the proposal which appears to be in the best interest of the State of Iowa.
