That's a win for project opponents. A disputed plan to expand part of I-94 on Milwaukee's west side from six lanes to eight lanes will undergo more review -- a win for project opponents. The Wisconsin Department of Transportation said Thursday it will do a supplemental environmental impact statement on the $1 billion project. "This will allow us time to better assess the changes in traffic patterns resulting from the pandemic, and to receive more public input," said Craig Thompson, DOT secretary designee. "It will also help us make certain that our efforts to ensure racial equity with this project are comprehensive and aligned with federal priorities," he said. That could enable DOT to obtain final federal approval of the project as early as late 2022, Thompson said. That's about a year later than department officials initially had expected. That gives more time for project opponents to work against approval from the Federal Highway Administration. The earlier environmental impact statement, written in 2016, "was not a sufficient basis for decision making on the project today, in 2021," said Dennis Grzezinski, a Milwaukee attorney and opposition leader. "I hope and expect that they will do a comprehensive and thorough job of reviewing and analyzing the numerous issues that have been raised about the project," he said. The project would expand I-94 from six lanes to eight lanes between 16th and 70th streets. That's needed to reduce congestion and improve safety, according to DOT. That includes providing a reliable link within the state's freeway system for trucks that haul freight throughout Wisconsin and other states. But opponents say the aging stretch of freeway can be rebuilt and made safer without the additional lanes -- which they say aren't justified based on DOT's traffic counts. People opposing the expansion also say the project's benefits are overstated and favor suburban commuters over Black people living near the freeway -- many of whom don't own cars. Concerns about racial equity, as well as an expanded freeway's impact on climate change, could provide a means of stopping the project, say opponents. Opponents note that President Joe Biden's administration is pursuing policies to fight climate change, including reducing auto emissions, and promote racial equity. The Federal Highway Administration recently paused the Houston area's I-45 expansion project over civil rights concerns. The agency wants time to review those issues. The I-94 expansion project was first proposed by then-Gov. Scott Walker, a Republican. It received federal approval to pay most of its costs. But Walker in 2017 dropped the project because the state didn't have a way to fund its share. Since then, Democratic Gov. Tony Evers and Republicans who control the Legislature have added money for road projects by raising vehicle title and registration fees. Evers, who defeated Walker in 2018, in July announced plans to revive the expansion project. The plan was to again seek federal approval using the project's initial environmental impact statement. State officials were hoping to get that approval by the end of 2021. But, with Thursday's announcement, that will likely push back that federal review to the end of 2022. Evers' proposed 2021-2023 budget includes $82 million for design work, real estate acquisitions and utility relocations, with additional funding to be requested in the 2023-2025 budget. That I-94 funding plan is drawing support from such Republicans as Senate Majority Leader Devin LeMahieu, of Oostburg. The Legislature is to vote on the budget by the end of June. Mayor Tom Barrett called the decision to do a supplemental statement "a thoughtful step."
