Site work and paving for a civil project in Steubenville, Ohio. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The Work consists of replacing approximately 11,560 feet of 6-inch-diameter water line and approximately 630 feet of 12-inch-diameter water line, replacement of 16 isolation valves ranging in size from 4-inch to 20-inch, pipe point repairs of leaking pipe ranging from 4-inch-diameter to 20-inch-diameter to repair identified leaks. The Work includes, but is not limited to, excavation, bedding, backfill, paving, restoration, traffic control, disinfection, and all other Work required in accordance with the Contract Documents. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids shall be sealed in an envelope marked with the Owner Name, Project Name and the words "Sealed Bid". Bids will not be accepted by FAX or electronic method. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. Minimum prevailing wage rates shall be paid according to the Contract Documents, and Bidders must comply with all requirements of the Instructions to Bidders. The Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin, or handicap status. No Bidder will be subjected to discrimination in consideration for this award. Pursuant to Ohio Revised Code Section 9.24, it is now mandatory that prior to awarding of contracts for goods, services or construction for the City of Steubenville, a search must be made on the FINDING AND RECOVERY DATABASE of the Auditor of the State of Ohio to determine if a prospective successful bidder has a finding against it for non-payment of an obligation to the State or political subdivision thereof. All bidders shall pay particular attention to the rules and regulations of the EQUAL OPPORTUNITY POLICY, and to the AFFIRMATIVE ACTION PLAN, throughout the term of the project. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). The City of Steubenville reserves the right to accept or reject any and all bids and to waive all informalities. Bids may be held by the City of Steubenville for a period not to exceed sixty (60) days for the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of Bidders prior to awarding of the Contract.
