The Board of Education of the El Dorado Public School District #15 will receive sealed proposals for the installation of new interior acoustical wall panels at the Retta Brown Elementary School, 505 Dixie Drive, El Dorado, Arkansas. A five percent (5%) corporate Bid Bond or a certified check in the amount of five percent (5%) of the bid shall accompany all submitted bids on construction contracts that exceed $20,000.00 in accordance with ACA 22-9-203. Bidders must comply with all requirements of Contractors Licensing Laws of the State of Arkansas, Act 150 of 1965, as amended, and Arkansas Code 22-9-204 section 3.69(a). A Performance and Payment Bond, equal to the amount of the contract, and issued by a surety approved by the Owner and authorized to do business in the State of Arkansas will be required of the successful bidder.Pursuant to Ark. Code Ann. 22-9-203, the Owner encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups. One proposal shall be submitted for the entire project. Proposals shall be delivered in a clearly identified, sealed, opaque envelope in accordance with bid document requirements. The Owner reserves the right to reject any or all bids and to waive formalities. Proposals which fail to comply fully with any provision of the Plans, Specifications and other Contract Documents will be considered invalid and will not receive consideration. Bids shall be submitted on the form provided by the Architect and shall be delivered in a clearly identified, sealed, opaque envelope to the above location.Emailed bids are acceptable, provided they are accompanied by an image of the required Bid Bond, and bid is received in the Office of the Architect by 1:45 p.m. on the day of the bid. Bids will be opened publicly at the stated time and read aloud. Prime Bidders interested in bidding the Project may obtain from the Architect up to three (3) sets of construction documents at the rate of $100.00 per set. Documents will not be released until payment is received. The amount paid will be refunded to the Prime Bidder, subject to the following conditions: (a) Documents are requested no less than seven (7) calendar days from the scheduled Bid Date. (b) Prime Bidder submits a complete, responsive bid on Bid Date. (c) Documents are returned in good condition to the Architect within ten (10) calendar days of receipt of notification of construction contract award by the Architect. Electronic copies of the construction documents are available via email upon request at no cost.Unless requested otherwise, construction documents will be shipped utilizing UPS Ground.Expedited delivery can be provided utilizing the Bidders overnight delivery service account information.Prime Bidders obtaining bid documents from sources other than the Architect shall notify the Architect to ensure receipt of any addenda that might be issued. Bids must be submitted using the forms included on or before the date and time specified for bid opening. Each bid should be placed in a separate envelope completely and properly identified using the bid title and bid opening date/time. Bids will also be accepted be email. Bids submitted by email shall include all bid documents including bid bond. Late bids will not be considered under any circumstances.Failure to sign the bid may result in disqualification. The person signing the bid should show title or authority to bind his/her firm to a contract. Signature must be in ink. Bid must be completed in ink or typed.
