The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "Quad A, Building 131 and Central Utility Plant (CUP), and Buildings 130 and 132, Schofield Barracks, Hawaii" as described within this announcement. The Government intends to issue a formal solicitation via a Best Value / Trade-Off Request for Proposal (RFP) in accordance with FAR Part 15, which will follow this announcement. Offerors are to provide completed and signed forms on the Federal Business Opportunities (FedBizOpps) website . It is the Offerors responsibility to check for any posted changes to the solicitation. The Government plans to issue the solicitation on or after July 29, 2019. Part of the solicitation consisting only of provisions, clauses, instructions to offerors, and the proposal schedule will be posted on FBO.gov. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price construction contract as a result of this solicitation. Project Description: This design-bid-build project is to repair failing building components, including air conditioning, lighting, electrical, plumbing, and fire protection systems. Failed or failing air conditioning, deteriorated and missing light fixtures will be repaired by replacement. Failed or failing electrical power and communication systems will be repaired to provide reliable power and connectivity. Failed or failing plumbing fixtures and piping will be repaired by replacement. Failed or failing flooring, walls, ceilings, doors, windows and fire protection system/alarm will be repaired or repaired by replacement. Damaged interior and exterior surfaces will be patched, repaired and repainted. Incidental lead based pain and asbestos removal are included. Interior repairs shall include new space plan for barracks and administrative areas, repair to circulation corridors and demolition of existing failing and/or obsolete mechanical, plumbing, electrical, and information system support components. Exterior repairs shall include repair by replacement of failed doors and windows, repainting, roof repairs and lighting. Hazardous materials shall be removed in accordance to federal and state requirements. Repairs shall meet minimum Antiterrorism and Force Protection (AT/FP) requirements. Work also includes the construction of a new central utility plant, approximately 2,500 SF in size, located on the same project site. This new plant will house the air conditioning and plumbing equipment that will serve the repaired buildings on Quad A including chillers, water pumps and condenser water pumps. Associated work includes domestic water, drainage, electrical, mechanical, and fire protection system service connections and supporting facilities. Minor grading, landscaping is also required. The existing parking lot will be repaired. Place of Performance: Schofield Barracks, Oahu, Hawaii. The performance of period is 990 calendar days. Goals for minority participation for each trade 69.1% Goals for female participation for each trade 6.9% The project magnitude is $50,000,000 to $100,000,000. An organized site visit will be conducted for the invited Offerors at a date and time that is to be determined. It is anticipated that the procurement will be evaluated on the following factors: (a) Experience; (b) Past Performance; (c) Management and Organization Plan; (d) Small Business Participation Plan; (e) Bonding Capacity; and (f) Price. Proposals will be evaluated to determine which Offeror provides the best value to the Government utilizing Best Value / Trade-Off selection procedures. The Government intends to award to the Offeror whose proposal is determined to be the best value for the Government. Offerors must have and/or maintain an active registration with the System Award Management (SAM) website. All Offerors are encouraged to visit fbo.gov website to view other business opportunities. All interested prime contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned, Historically Underutilized Business Zone (HUBZone), veteran-owned, and service-disabled veteran-owned small business concerns in accordance with the provisions of Public Law 95-507.
