Site work and new construction of a mixed-use development in Humboldt, Iowa. Completed plans call for the construction of a pre-engineered storage facility.
Construction of a Snow Removal Equipment Storage Building at the Humboldt Municipal Airport. A public hearing will be held by the City of Humboldt on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the proposed improvement at its meeting at 5:30 P.M. local time on June 3, 2019, at City Hall, in Humboldt, Iowa 50548. At said time and place, any interested person may appear and file objections thereto. The City of Humboldt reserves the right to award the Contract at the time of said meeting or at such later time may then be fixed and to reject any or all bids and to waive technicalities and irregularities and to enter into such Contract as it shall deem to be for the best interests of said Owner. The work under the contract shall actively commence within ten (10) days of the Notice to Proceed, and be completed within one hundred and twenty (120) calendar days thereafter. It is anticipated that a notice to proceed will be issued on or about September 1, 2019 and is subject to receipt of funding from the FAA. This project is subject to liquidated damages as prescribed within the project manual. Bidders shall not be permitted to withdraw their bids for a period of ninety (90) after the date set for opening bids. The Owner reserves the right to reject any and all bids and to waive any informality in the bids received in the best interest of the Jurisdiction. Award will be subject to concurrence in award from the Federal Aviation Administration and upon the Owner receiving Federal funding assistance under the Airport Improvement Program. Each successful bidder will be required to furnish a corporate surety bond in an amount equal to 100% of its contract price. Said bond shall be issued by a responsible surety approved by City of Humboldt and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless City of Humboldt from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of one year from and after acceptance of the contract. Payment to the Contractor for said construction will be made in cash from cash on hand in any fund of said City which may be legally used for such purposes and a Federal grant-in-aid from the Federal Aviation Administration. Equal Employment Opportunity - Executive Order 11246 and 41 CFR Part 60: The Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth within the supplementary provisions. The successful Bidder shall not discriminate against any employee or applicant for employment because of race, color, religion, sex, or national origin. The Contractor will take affirmative action to ensure that applicants are employed, and that employees are treated during employment without regard to their race, color, religion, sex, or national origin. Goals for Minority and Female Participation - Executive Order 11246 and 41 CFR Part 60: 1. The Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth within the supplementary provisions. 2. The goals and timetables for minority and female participation, expressed in percentage terms for the contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Timetables: Goals for minority participation for each trade: 0.4 % These goals are applicable to all of the contractor's construction work (whether or not it is Federal or federally-assisted) performed in the covered area. If the contractor performs construction work in a geographical area located outside of the geographical area where the work is actually performed. With regard to this second area, the contractor also is subject to the goals for both its Federally involved and non-federally involved construction. Certification of Nonsegregated Facilities - 41 CFR Part 60: A certification of Nonsegregated Facilities must be submitted prior to the award of a federally-assisted construction contract exceeding $10,000 which is not exempt from the provisions of the Equal Opportunity Clause. Contractors receiving federally assisted construction contract awards exceeding $10,000, which are not exempt from the provisions of the Equal Opportunity Clause will be required to provide for the forwarding of the notice to prospective subcontractors for supplies and construction contracts where the subcontracts exceed $10,000 and are not exempt from the provisions of the Equal Opportunity Clause. The penalty for making false statements in offers in prescribed in 18 U.S.C. 1001. Disadvantaged Business Enterprise - 49 CFR Part 26: The contractor shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of this DOT-assisted contracts. In accordance with 49 CFR Part 26.45, the sponsor has established a contract goal of 0.87% percent participation for small business concerns owned and controlled by certified socially and economically disadvantaged enterprise (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet this established goal. Goals for female participation in each trade: 6.9% Goals for minority participation for each trade 0.4 %
