Provide all labor, materials, tools, equipment, services, transportation, and incidentals necessary for the rehabilitation of the Creighton Road Elevated Water Storage Tank, including but not limited to, replacement of the coatings on the existing water storage tank and other Work in strict accordance with the Contract Documents. The Work shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper construction of the Work in good faith shall be provided by the Contractor as though originally so indicated, at no increase in cost to the Owner. A new ladder will be installed, and tank grounding will be improved as designed. Approved metal repairs on steel surfaces and miscellaneous repairs as specified shall be performed as required. The entrance door to the tank pedestal shall not be painted under this Contract. Concrete recoating work shall be limited to the tank foundation ring where it is currently painted. The tank drain concrete splash block and other non-painted concrete surfaces shall remain unpainted. Virtual meeting and site visit are conducted to offer potential Bidders an opportunity to present questions and obtain clarification related to any facet of this solicitation. While attendance at both will not be a prerequisite to submitting a bid, Bidders who intend to submit a bid are encouraged to attend one or the other or both. All questions about the meaning or intent of the Bid Documents or Contract Documents, even those presented during the meeting(s) shall be submitted in writing to the ENGINEER, Shokoofeh Rezazadeh: srezazadeh@gfnet.com. In order to receive consideration, all questions must be received by the ENGINEER prior to 2:00 p.m., January 31, 2022. Any changes made to the written requirements of the Bid Documents or Contract Documents shall be made by written Addendum only. The OWNER making copies of the Bid Documents available does so for the purpose of obtaining Bids on the Work and does not confer a license or grant of any other use. The OWNER does not assume any responsibility for errors or misinterpretations resulting from the use of incomplete Bid Documents. The Bid Documents shall be used in preparing bidresponses. Upon proper request and identification, Bids may be withdrawn at any time prior to the bid due date and time set for receipt of Bids. After the date and time set for receipt of Bids, Bids may be withdrawn in accordance with Section 2.2-4330B(1) of the Code of Virginia. Any bid in response to this solicitation shall be valid for 90 calendar days. At the end of the 90 days the bid may be withdrawn at the written request of the Bidder. If the bid is not withdrawn at the time previously stated, it shall remain in effect until an award is made or the solicitation is canceled. All Bidders are required to be registered under Title 54.1, Chapter 11 of the Code of Virginia. Method of award of contract shall be identified in the Bid Form. A Bid Security of 5% shall be required of Bids $100,000 and greater. A Performance and Payment Bond, each equaling 100% of the contract amount shall be required of a CONTRACT that is $100,000 and greater. This Bid invitation, and award to the Successful Bidder, shall be conducted in accordance with the Code of Virginia, and Bidders shall be subject to the provisions thereof. In the event there is a conflict between the provisions stated herein, and others referenced, the more stringent provision shall take precedence. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bid Documents. All Bidders are required to demonstrate compliance with the requirements found within this solicitation.
