Site work, asbestos abatement and renovation of a civil project in Miami Gardens, Florida. Completed plans call for the renovation of a water / sewer project; for asbestos abatement for a water / sewer project; and for site work for a water / sewer project.
Scope of Work: (Contractor must obtain and submit all permits prior to performing any work.) This Section describes the project in general and provides an overview of the extent of the work to be performed under this Contract. Detailed requirements and extent of work is stated in the applicable Specification sections and shown on the Plans. The Contractor shall, except as otherwise specifically stated herein or in any applicable parts of the Contract Documents, provide and pay for all labor, materials, equipment, tools, construction equipment, and other facilities and services necessary for proper execution, testing, and completion of the work under this Contract. The Specifications included in these Contract Documents establish the minimum performance and quality requirements for materials and equipment with the minimum standards for quality of the workmanship and appearance. Generally, there has been no attempt to separate the Specification sections into groups for the work of separate subcontractors, or for work to be performed by the various trades. Should there be any question as to the interpretation of any particularspecification section or part of Specification section, such question should be directed to the Department prior to the submittal of a proposal for the work under this Contract. B. The work shown on the Plans is intended to be comprehensive and descriptive, not an exact and complete representation of the actual finished work. Installed work shall include fittings, joints, supports, nuts, bolts, and all other accessories required to provide complete and satisfactory systems as specified, even though some items may not be specifically shown on the Plans. C. It is the intent of MD-WASD to obtain a complete functional, satisfactory and legally operable installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this end shall be supplied whether or not they are specifically shown on the Plans or stated herein. The Contractor shall provide all materials for the project unless they are specifically called out in these specifications as being supplied by the Department. The Contractor shall also supply all other labor, material or equipment required to preclude damage to or loss of functionality of any existing facility or system. D. No request for additional compensation or Contract time (except for a noncompensable item extension at the sole discretion of the Engineer, whose decision shall be final) resulting from encountering utilities or structures not ER S049882 01 11 00-2 shown, or differing in location or elevation from that shown, will be considered. The Contractor shall explore sufficiently ahead of the Work to allow time for any necessary adjustments without delay to the progress of the installation. Cost due to delays occasioned by encountering utilities or structures which could have or should have been discovered by timely exploration ahead of the work shall rest solely with the Contractor. . Any part of the work which is not mentioned in the Specifications but is shown on the Plans, or any part not shown on the Plans but described in the Specifications, or any part not shown on the Plans nor described in the Specifications, but which is necessary or normally required as a part of such work, or is necessary or required to make each installation satisfactorily and legally operable, shall be performed by the Contractor as incidental work without extra cost to MD-WASD, as if fully described in the Specifications and shown on the Plans, and the expense thereof shall be included in the applicable unit prices or lump sum bid for the work The project consists of furnishing all materials, labor, and equipment necessary to Upgrade Sewage Pump Station No. 14, including, but not limited to, excavation, demolition and modification work including removal of existing dry well pumps, motors, valves, piping (suction and discharge) and fittings; partially remove and abandon existing dry well, manhole and wet well; Removal existing generator building, concrete slab, and not structural element including a licensed Asbestos Abatement Contractor as an OSHA Work Class II activity requiring adherence to the OSHA controls documentation, work practices, etc.; removal, transport, salvage and legal disposal of demolition material and equipment; Removal existing 6-feet high deco wall and replace it for 6' high fence with two (2) 12-feet access gate and one (1) 4-feet access gate; Remove and Relocate as required: palm trees, bush, existing water meter and connect line to existing service, existing RTU antenna; furnish, installation, operation, maintenance and removal of temporary sewage effluent by-pass pumps, providing 24 hours manned by pass pumping with primary and backup pumps; The project consist of constructing the two (2) wet wells, dry well and new manhole, including the design and construction of a cofferdam structure and concrete tremie seal and all required sheeting shoring and dewatering, furnish and install two (2) wet well and dry well concrete top slab; new 8-feet diameter manhole structure concrete and concrete top slab; furnish and install aluminum access hatches for two (2) wet well and dry well as shown on plans, emergency connection; furnish and install new two (2) Wet Well with a concrete protecting coating; furnish and install fans, blowers, ventilators and appurtenance, complete and operable as shown on plans; rehabilitation work to the existing receiving manholes upstream of the Pump Station 0014; furnish and install two (2) 3,100 gpm centrifugal vertical non-clog pumps and two (2) 150 HP, 900 RPM, 480 Volts motors and VFD combination related equipment; furnish and install two (2) flow meters system and related equipment in the vertical rising 12-inch discharge pipe; furnish and install new ER S049882 01 11 00-3 meter and main disconnect; furnish and install the proposed power/control system inclusive of the necessary electrical panel, enclosure, telemetry system and related equipment; install electrical conduits and junction boxes; install R.T.U. panel and S.C.A.D.A. equipment furnished by the Department; furnish and install a stationary engine-generator system and provide all equipments necessary in order to provide proper operation including all required synchronizing and transfer functions of the system but not necessarily be limited to day tank, muffler, exhaust pipe and supports, engine, generator; furnish and install a complete diesel fuel storage system to provide storage tank of 2,000 gallons of diesel fuel, access stairwells, and platform, tank mounting (reinforcement concrete slab upon the manufacturer's recommendations) and restraint system and fuel supply and return piping to/from the diesel duel day tank as shown on the Contract Drawings; electrical work; mechanical work; furnish all materials, equipment and supplies necessary for pump station startup and testing; furnish and install sewage force main pipe and fittings; connection to existing sewage force main; replacement of any sod, sidewalk, pavement damaged during construction; site restoration; and other appurtenant and miscellaneous items for a complete, satisfactory and functional installation . B. Pumping Station No.14 is located at 8340 NW 54TH Street, in Section 22, Township 53, Range 40 East, City of Doral, Florida 33174. C. It is the intent of the department to obtain a complete and working installation under this Project and any items of labor, equipment or materials which may reasonably be assumed as necessary to accomplish this end shall be supplied whether or not they are specifically shown on the Plans or stated herein. The Contractor should be aware of the presence of Asbestos Containing Material (ACMs). The contractor must provide the FDEP with written notification of planned removal activities at least 10 working days prior to the commencement of asbestos abatement activities. Removal of ACM and/or RACM must be conducted by a State of Florida licensed asbestos abatement contractor. B. Contractor shall coordinate the removal and inspection of all existing (ACM) and provide the services of a qualified and licensed Asbestos Abatement Contractor to safely and legally remove all the existing asbestos-containing material. (Asbestos Report is available in Appendix L). Payment shall be included in the demolition item, at no cost to the Department. C. Contractor is advised of the proximity of the existing building to the proposed dry well/ wet well structures. The shoring system shall be designed by a professional Engineer and constructed by a specialty contractor. Contractor shall submit shop drawing and calculations signed and sealed by a state of Florida Licensed Professional Engineer. See Section 01 33 00 "Shop Drawings, Product Data and Samples". ER S049882 01 11 00-4 D. Contractor shall use means and method of construction to prevent adverse effect from vibration to the adjacent existing structures. E. The Contractor shall maintain sewage flow at all times and keeping sewage levels as low as possible and shall prepare detailed description of the proposed pumping system, vacuum truck or fixed axle tanks and submit it to the Engineer for approval. F. The Contractor shall provide and have standing by, ready for immediate use, gasor diesel-powered standby emergency pump(s) in the event of a power outage. Standby pumps shall have flow and head capabilities equal or greater than the proposed pumps. G. Where the project is in the City of Doral, in accordance with the City of Doral Code, a public work permit is required by the City of Doral Public Works Department. The Contractor shall obtain and execute this permit between the City and himself. Contractors Experience With his bid, the successful Bidder shall submit proof that his/her firm has at least the minimum successful contract experience as required below for this Contract being bid. Such proof shall consist of a list of projects, completed prior to the bid date, with the names and telephone numbers of the owners or representatives the Department can call and confirm the listed experience. B. In addition to submittal requirements stated elsewhere, to qualify for work on this Contract the Bidder shall be experienced in raw sewage pump station construction, including installation of dry pit vertical non-clog pumps, medium voltage electrical power systems, and standby diesel generators. The Bidder shall also be experienced in construction of structures on piles, coffer cell and tremie seal design and construction, and construction methods to minimize noise, dust, and other impacts to surrounding residential neighborhoods. C. The Bidder must have successfully completed the installation of a minimum of one (1) hydraulic structures within the last ten (10) years meeting the following requirements: 1. Wet well and/or dry well structures measuring (at a minimum), ten (10) feet in diameter and twenty (20) feet in depth. 2. Structure construction requiring installation of sheet piling, cofferdam, and tremie seal with a minimum tremie seal volume of 100 cubic yards. D. The Contractor shall have established, operated and maintained at least three (3) successful by-pass pumping operations. The Contractor shall have had primary responsibly for the by-pass operation and the operation shall have been completed successfully without spills or overflow. Submit experience history with the Bid Package. A Prime Contractor may bid the project with a qualified subcontractor that will be responsible for the bypass pumping operation. The qualifications of the subcontractor shall be submitted with the bid. The Prime Contractor shall be responsible for having the qualified subcontractor for the duration of the project, no change to the qualified subcontractor used for bypass pumping shall be made without the approval of the Engineer. E. The Bidder shall have successfully completed the installation of a minimum of one (1) raw sewage pump stations within the last ten (10) years meeting the following requirements: 1. Installation of dry pit vertical non-clog pumps (minimum 100 horsepower) F. The Bidder or Bidder's Electrical Subcontractor shall have successfully completed a minimum of one (1) project demonstrating experience with medium voltage power supply and standby diesel generators within the last ten (10) years meeting the following requirements: 1. Minimum generator size 200 kW. 2. Medium voltage switchgear G. The experience of key senior personnel with other firms may be counted toward the experience requirement, if acceptable to the ENGINEER. Should such evidence not be satisfactory to the Engineer, whose decision shall be final, the bid will be considered non-responsive, and the second low bidder will be considered for award. The qualifying proof shall be submitted in a separate sealed envelope with the bid. In the event a firm is established by executives, supervisors and other senior field staff (key employees) that would have met these minimum experience requirements with a prior firm, the Department reserves the right to qualify the firm based on WASD's sole determination and evaluation of the knowledge and prior experience of these key employees employed by the new firm In accordance with Section 5.02 of the Miami-Dade County Home Rule Amendment and Charter, Section 2-8.1 of the Code of Miami-Dade County, and Administrative Order No. 3-63, all contractors and subcontractors of any tier on (i) construction contracts valued in excess of one million dollars ($1,000,000) for the construction, demolition, alteration and/or repair of public buildings, or public works; or (ii) contracts or leases valued in excess of one million dollars ($1,000,000) for privately funded construction, demolition, alteration or repair of buildings, or improvements on County-owned land. The awarded Contractor is hereby notified that the County will consider whether the Contractor made its best reasonable efforts to promote Employ Miami-Dade on this contract, as defined in A.O. 3-63, as part of the County's evaluation and responsibility review of the Contractor for new County contract awards. In accordance with Section 2-11.17 of the Code of Miami-Dade County and Implementing Order No. 3-61, all contractors and subcontractors of any tier on (i) construction contracts valued in excess of $1 million for the construction, demolition, alteration and/or repair of public buildings, or public works; or (ii) contracts or leases valued in excess of $1 million for privately funded construction, demolition, alteration or repair of buildings, or improvements on County-owned land shall comply with the following: (i) prior to working on the project, all persons employed by the contractor or subcontractor on the project to perform construction have completed the OSHA 10-hour safety training course, and (ii) the contractor will make its best reasonable efforts to have 51% of all construction labor hours performed by Miami-Dade County residents. In accordance with Miami-Dade County Implementing Order 3-9, Accounts Receivable Adjustments, if money is owed by the Contractor to the County, whether under this Contract or for any other purpose, the County reserves the right to retain such amount from payment due by County to the Contractor under this Contract. Such retained amount shall be applied to the amount owed by the Contractor to the County. The Contractor shall have no further claim to such retained amounts which shall be deemed full accord and satisfaction of the amount due by the County to the Contractor for the applicable payment due herein. Regarding SBE/GS applicability, SBD has also evaluated the subject project provided by WASD and recommends a 4.0% SBE/Goods subcontractor goal pursuant to Section 2-8.1.1.1.2 of the Code of Miami Dade County.
