Site work and paving for a transportation facility in New Orleans, Louisiana. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

The improvements to the 18R/36L Runway consist of milling the existing runway surface, removing the existing markings from the intersecting taxiways, replace surface with hot mix asphalt, and install new airfield markings. Additional drainage improvements will be required, including the removal and installation of two cross drains and improvements to side drainage. Add Alternate 1 includes the addition of one inch of asphalt overlay to the project. This additional inch will provide an overall thickness of 5 inches of overlay to the project. Award of Contract will be based on the authorization of funding from the Federal Aviation Authority (FAA). The Owner reserves the right to reject any and all bids for just cause. In accordance with LA. R. S. 38:2212 (B) (1), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived. Bids must be submitted only on the Louisiana Uniform Public Work Bid Form provided by the Owner in Division 1 of the Project Specifications. Bids not sent electronically must be presented in an envelope containing the bids and bid guarantee. Surety must be listed on the current U. S. Department of the Treasury Financial Management Service list of approved bonding companies and approved for an amount equal to or greater than the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company with at least an A rating in the latest printing of the A.M. 2009 Best's Key Rating Guide. If surety qualified by virtue of its Best's listing, the amount of the Bond may not exceed ten percent of policyholders' surplus as shown in the latest A.M. Best's Key Rating Guide. The Bid Bond shall be in favor of the Non Flood Protection Asset Management Authority (NFPAMA) and shall be accompanied by appropriate power of attorney. Bids shall be accepted from Contractor's who are licensed under LA. R. S. 37:2150-2164, Classification II Highway, Street, and Bridge Construction, or Classification IV, Municipal and Public Works Construction, or Classification IV, Municipal and Public Works Construction. Other license classifications may, at the option of the NFPAMA, be considered based on a review of the Contractor's past experience. Bidder is required to comply with provisions and requirements of LA. R.S.38:2212 (A)(1)(a). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R. S. 38:2214. Surety must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury List) and approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A rating in the latest printing of the A.M. Best's Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders' surplus as shown in the latest A.M. Best's Key Rating Guide nor fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety's agent or attorney-in-fact. The two apparent low Bidders shall be required to submit an Attestation Clause Form as required by LA. R.S.38:2227 (Past Criminal Convictions of Bidders) and the Employee Verification Affidavit, included in Division 1of the Project Specifications, within three business days of Bid Opening. The Non-Flood Protection Asset Management Authority encourages, to the extent feasible, participation by minority and women-owned businesses in all bids and proposals for goods and services. It also encourages the structuring of major projects into categories which may be commensurate with the capabilities of Disadvantaged Business Enterprises, and actively encourages major prime contractors to provide opportunities for these businesses to become involved as subcontractors. A list of certified DBE- owned businesses is available through the Louisiana Unified Certification Program. The Non-Flood Protection Asset Management Authority (NFPAMA) in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any Contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
