Rockingham County is accepting proposals for installation of the Regional Water Interconnection Phase 2 Water Main Extension. The requirements for submitting a proposal are stated in this Request for Proposal. Companies interested in submitting a proposal for providing this service may obtain detailed instructions and specifications from the LKC Engineering, PLLC, located at 140 Aqua Shed Court, Aberdeen, NC 28315, 910-420-1437. Rockingham County invites and encourages participation in this procurement process by minority-owned businesses, women-owned businesses and businesses owned by disabled persons. Rockingham County reserves the right to accept or reject any or all proposals presented, to waive informalities and irregularities and to accept a proposal other than the lowest submitted ifsuch action is in the best interest ofthe County This package serves as official notice that Rockingham County is soliciting proposals for installation of the Regional Water Interconnection Phase 2 Water Main Extension. Proposals shall be submitted on the attached form. Contractors should include with their proposals any information or descriptive literature that will aid in the evaluation of services offered. All proposals must be received by the Purchasing Department. Official Signature: An authorized official/person acknowledging full understanding of the information contained in this RFP must sign the Proposal Form. Questions/Inquiries: All questions and inquiries regarding this RFP should be directed to LKC Engineering, PLLC at 910-420-1437, Monday through Friday between the hours of 9:00 am and 3:30 pm. Insurance Requirements: Contractor shall furnish a Certificate of Insurance from an insurance company licensed to do business in the state of North Carolina and acceptable to the County with the following limits: Worker's Compensation = Statutory Requirement Comprehensive General Liability/Public Liability = $1,000,000 Safety: Contractor shall be familiar and in complete compliance with OSHA requirements and regulations. Contract Award: This contract will be awarded based on the lowest and best proposal most advantageous to Rockingham County as determined by consideration of: Price Quality of item offered General reputation and performance capabilities of bidder Suitability of item(s) for intended use Conformity with intent of specifications herein Guaranteed delivery schedule Evaluation of samples, if required. Each bidder shall furnish a list of three (3) references containing company name, contact person and phone number. These references must be submitted with this proposal. Rejection: Rockingham County reserves the right to reject any or all proposals submitted, to waive technicalities or informalities in bidding, and to accept a proposal other than the lowest submitted if such action is in the best interest of the County. The Project includes the installation of approximately 8,800 LF of 16" water main, 17,300 LF of 12" water main, gate valves, fire hydrants, and all related appurtenances to complete the Regional Water Main Interconnection - Phase 2 project for Rockingham County. The proposed lines will be located along Sylvania Road, NC Highway 65, and Price Mill Road. The Issuing Office for the Bidding Documents is: LKC Engineering, PLLC, located at 140 Aqua Shed Court, Aberdeen, NC 28315, 910-420-1437. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent to the Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bid security shall be furnished in accordance with the Instructions to Bidders
