Site work and new construction of a mixed-use development in Yakima, Washington. Completed plans call for the construction of a 4,348-square-foot military facility; and for site work for a military facility.

This synopsis is a notification that a solicitation is anticipated and forthcoming. All questions regarding this synopsis should be submitted in writing (via e-mail) to the individual(s) noted below. The U.S. Army Corps of Engineers (USACE), Seattle District (NWS) has a requirement to construct a non-standard company size 4,348 Square Foot (SF) Vehicle Maintenance Facility with two bays, oversized doors and a 10-Ton overhead crane to support fielding of the Panther Medium Mine Protected Vehicles (MMPV) at Joint Base Lewis-McChord (JBLM) Yakima Training Center (YTC). This facility also includes oil/water separator, information systems, fire alarm systems, and sustainability and energy enhancement measures. Additionally, the facility will contain storage, parts room, tool room, administrative space (workstations), restroom, information systems, and fire alarm systems. Scope also includes on site unit vehicle parking areas for Panther MMPV, Light Medium Tactical Vehicle (LMTV) and High Mobility Multipurpose Wheeled Vehicle (HMMWV) vehicles. POV parking will also be provided to support personnel assigned to the facility plus visitors. The completion period is not to exceed 540 calendar days after receipt of the Notice to Proceed (NTP). The North American Industry Classification System (NAICS) Code for this project is 236220 with a small business size standard of $36.5M. A concern is considered a small business pursuant to 15 U.S.C. 632(a)(2)(C)(i-iii) and 13 CFR 121. In accordance with FAR 36.204, the order of magnitude for this project is estimated to be in the range of $1,000,000.00 to $5,000,000.00. 100 percent payment and performance bonds will be required. The solicitation will be a competitive Invitation for Bid (IFB) in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 14 and award will be made to the responsible low bidder whose bid conforms to the solicitation and will be most advantageous to the Government. A Firm Fixed-Price contract will be the result of the solicitation. Competition Will Be Limited to 8(a) Firms Located Within the States of Alaska, Idaho, Oregon, and Washington and Other 8(a) Firms With a Bona Fide Place of Business Within the Geographical Competitive Area. All Other 8(a) Business Development Participants Are Deemed Ineligible to Submit Offers. You must be registered with the FBO website to download the solicitation documents.
