Broward County will use the below information for the purpose of soliciting quotes for the final disposal of processed Vegetative Debris and Other Debris from Broward County Temporary Debris Management Sites (TDMS) on behalf of Broward County TDMS Contractors. This quotation process will not result in a contract with Broward County, but will provide a basis for payment terms between Broward County TDMS Contractor and the Vendor responding to this solicitation. As the debris quantities are unknown, actual quantities are not provided in this solicitation. Units of measure are per ton or per cubic yard. The unit price shall cover all costs from receipt of the debris through final disposal. All questions should be submitted through the Question and Answer Electronically. By submission of a quotation response, Vendor hereby offers the following pricing through May 31, 2020 without exception. Vendors are not required to submit pricing for all groups/line items. If Vendor is not bidding a line item, please enter "0" or "none" in the space for the pricing. For Vegetative Debris line items the Vendor is bidding, the Vendor must indicate the disposal method to be used (e.g. landfill, waste to energy, land application, composting, air curtain incineration, open burning). Final Disposal Facility must meet federal, state and local regulatory requirements for all operations conducted relating to the solicited services. Final Disposal Facility must be permitted by state and/or local permitting authorities to accept the debris and proof of such will be required. Final Disposal Facility must have certified scales to determine weight of disaster debris loads (if priced per ton) or if requested by Broward County or Broward Countys TDMS Contractors, provide and/or construct/maintain a stabilized roofed inspection tower (if priced per cubic yard) sufficient for supporting debris inspectors. Tower shall be positioned at the entrance to the facility. Broward County will consider multiple offers for different disposal methods from the same Vendor. Definitions for Final Disposal Considerations : Vegetative Debris - whole trees, tree stumps, tree branches, tree trunks, and other leafy material that has been reduced by grinding. Other Debris - debris which is not exclusively vegetative debris, and may contain some vegetative debris; some construction and demolition debris; and other types of household (bulk) debris, but no unauthorized debris as defined below. Unauthorized Debris - any debris other than Vegetative Debris and Other Debris as defined above. This includes but is not limited to white goods; chemical, biological, radiological, and nuclear-contaminated debris; hazardous waste; vehicles; vessels; animal carcasses; garbage (household food waste); household hazardous waste; electronic waste; industrial waste; infectious waste; sand, soil, mud, and/or sediment.
