Renovation of a civil project in Key Biscayne, Florida. Completed plans call for the renovation of a water / sewer project.

A timeline for award has not yet been established.*** Requests for Information (RFI) Will Only Be Accepted Up to 5:00 Pm on September 10, 2021. Any RFI Received After This Date Will Not Be Considered. The Bid Proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The bid security can be in the attached Prescribed Bid Bond form, which shall be executed by the Bidder and a qualified Surety, satisfactory and payable to the Miami-Dade County, Florida, Board of County Commissioners. The bid security can also be in the form of a certified check or cashier's check on a solvent national or state bank. The successful contractor must execute a one hundred (100%) Surety Performance and Payment Bonds. NO BIDDER MAY WITHDRAW HIS BID WITHIN 120 DAYS FROM BID OPENING DATE. The Project is subject to the requirements of Miami Dade County Code (County Code) Sec. 10-33.02. - Small Business Enterprise Construction Services Program and Administrative Order 3-22 whereby it has been determined that subcontractor goals must be included in the Contract. The Small Business Enterprise - Construction goal is 7.64%, Small Business Enterprise - Goods goal is 1.35%, Small Business Enterprise - Service goal is 0.14% which is based on the construction estimate. The Community Workforce Program (CWP) is not applicable to this project. Miami-Dade County has entered into a Consent Decree with the United States, Environmental Protection Agency, the State of Florida, and Florida Department of Environmental Protection (collectively "Regulatory Agencies"), to remediate its aging wastewater infrastructure that was approved by the United States District Court for the Southern District of Florida, Case No. 1:12- cv-24400-FAM. This project is intended to satisfy the requirements identified in the Consent Decree in Appendix D as CD Project 2.15. The full text of the Consent Decree is available online at: http://www.miamidade.gov/water/library/reports/consent-decree/consent-decree-signed.pdf This project is one in a series of projects that are being processed under County Code Section 2-8.2.12, entitled Miami-Dade Water and Sewer Department Consent Decree and Capital Improvement Programs Acceleration Ordinance. In general, the project consists of furnishing all materials, labor, and equipment necessary for Digester Cluster 3 Upgrades at the Central District Wastewater Treatment Plant (CDWWTP), located in Virginia Key, 3989 Rickenbacker Causeway, Key Biscayne, Florida 33149. The scope of work includes, but is not limited to, the complete rehabilitation and upgrade to the CDWWTP Plant 2 Digester Cluster 3 facility. The project includes replacement of all existing equipment, valves, piping; and appurtenances; electrical panels, conduits, cables, and lighting; instrumentation and controls; building mechanical; and architectural doors, windows, and louvers within the Digester Control Building and inside Digester Tank Nos. 9, 10, 11, and 12; new digester covers for Digester Tank Nos. 9, 10, 11, and 12; new valve vault for Digester Cluster 3; extension of the existing Electrical Room at the Control Building; structural repairs to and recoating of Control Building and Digester Tank Nos. 9, 10, 11, and 12; furnishing and installing all the equipment necessary for Digester Cluster 1 Tank No. 3 modifications, including one (1) digester gas flare and two (2) gas booster blowers within Digester Cluster 1 Control Building, including all piping, valves, pipe supports, nuts, bolts, and appurtenances for a complete system. This project includes a portion of the work which is contingent upon a separate Miami-Dade WASD's authorization to proceed with the demolition of the upper floor slab and the construction of a new slab for the upper floor level inside the Digester Cluster 3 Control Building, and repairs/modifications to the existing digester tank corbels It is Miami-Dade Water and Sewer Department's intent to obtain a completely functional and satisfactory installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this and shall be supplied whether or not they are specifically shown on the plans or stated in the specifications. The Contractor shall provide all sheeting, shoring, bracing and all other labor, material or equipment required to preclude damage to, or loss of functionality of, any existing facility or system. This Amount Does Not Include a Contingency Allowance, or Dedicated Allowances. The Construction Time From Notice to Proceed Is 540 Consecutive Calendar Days to Substantial Completion and 630 Consecutive Calendar Days to Final Completion. The County has allocated certain funds for this project. Should the amounts bid exceed expected levels, the Department reserves the right to either reduce quantities and/or delete elements of the work while proceeding at the prices bid or reject bids and readvertise at its sole option. This is a Wastewater Treatment Plant project which impacts the treatment performance of entire facility. This project is time sensitive with extend liquidated damages as mandated under the USEPA Consent Decree. The successful bidder must be capable of starting the project at NTP and manning it through timely completion. See Special Provision 3 for Liquidated Damages. One of the following licenses is required: State General Contractor, General Engineering Contractor and/or other categories as applicable by Chapter 489 of the Florida Statutes or County Code Chapter 10. (See Instruction to Bidders, Section 13). Also see SP 1.0 of the Special Provisions for additional bidder qualifications and minimum construction experience requirements to be provided at bid submittal. Bidders shall demonstrate relevant minimum experience by submitting proof with their bid submittal contract experience as required below: Bidders shall submit proof, along with their bid, that their firm has at least the minimum successful contract experience as required below for this Contract. Such proof shall consist of a list of projects, completed prior to the bid date, with the names and telephone numbers of the owner's or representatives that the Department can contact to confirm the listed experience. o In addition to submittal requirements stated elsewhere, to qualify for work on this Contract, the Bidder shall be experienced in the construction of new or rehabilitation of existing wastewater treatment plant biosolids systems, which include return/waste activated sludge pump stations, sludge thickening, digester, and dewatering systems. o The Bidder must have successfully completed the construction and/or rehabilitation of a minimum of two (2) projects which included new wastewater digester tanks or rehabilitation of existing wastewater digester tanks. o In addition, experience is required with the installation of at least one (1) new digester tank floating cover. This requirement can be met by the experience of the Bidder or Bidder's Subcontractor. o The Bidder or Bidder's Electrical Subcontractor shall have successfully completed a minimum of two (2) projects demonstrating experience with installation of electrical equipment rated for 480V power supply In the event a firm is established by executives, supervisors, and other senior field staff (key employees) that would have met these minimum experience requirements with a prior firm, the County reserves the right to qualify the firm based on the County's sole determination and evaluation of the knowledge and prior experience of these key employees employed by the new firm. The experience of key senior personnel with other firms may be counted towards the experience requirement, if acceptable to the Engineer. Should such evidence not be satisfactory to the Engineer, whose decision shall be final, the bid will be considered non-responsive, and the second lowest bidder will be considered for award. The qualifying proof shall be submitted in a separate sealed envelope with the bid The contractor is hereby advised pursuant to Miami-Dade County Resolution R-1395-05 and County Code Section 2-1701, Contractors involved in the construction of improvements on County property must post a notice of job opportunities with the Miami-Dade County Job Clearinghouse. Contractors with job openings must complete a Notice of Job Opening form and submit to the Small Business Development (SBD) Division of Internal Services Department (ISD) for posting. The job vacancy notices should be delivered within ten (10) working days following award of the contract and whenever a job opening occurs Pursuant to County Code Section 2-11.1 (t), a "Cone of Silence" is imposed upon RFP's, RFQ's or bids after advertisement and terminates at the time the County Mayor issues a written recommendation to the Board of County Commissioners or authorizes an award subject to Miami Dade Code County Code Section 2-8.2.12. The Davis-Bacon Wages and the Miami-Dade County Responsible Wages and Benefits Ordinance 90-143 (County Code Section 2-11.16) applies to this Project. The current Responsible Wage Rates are published annually and can be found at www.miamidade.gov/smallbusiness/responsible-wages-and-benefits.asp . These requirements are set forth in the Instruction to Bidders Section 21. The County has an initiative to provide construction labor employment and training opportunities for Miami-Dade residents through Employ Miami-Dade initiative. Contractors are encouraged to visit the Employ Miami-Dade website at https://www.employe-miamidade.gov to learn more about this continuing effort. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid.
