As of September 6, 2019, this project has not been awarded. Contract HT-224.130 - Holland Tunnel - Latent Salt Damage Repairs and Mitigation. Estimate Range: $200M - $300M. The work under this contract consists generally of furnishing and installing folding and flexible membrane flood barrier assemblies; furnishing and installing concrete flood walls and related foundations; repair of granite block and concrete; replacement of wall and ceiling tiles; removal of salt residue; replacement of low-voltage and medium voltage cables and fiber optic cables; replacement of pump room equipment and fire detection suppression system components and elevator components; and related work at the Holland Tunnel, including ventilation buildings, pump rooms, approach ramps, and the vicinities thereof in New York and New Jersey. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. That the bidding entity has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor at least two (2) contracts of comparable size, type and complexity to the work of this Contract. b. That the bidding entity's full-time Project Manager and full-time Superintendent each have a minimum of ten (10) years construction experience on contracts comparable in size, type and complexity to the work of this Contract. c. That the bidders proposed flood barrier assembly manufacturer(s) has five (5) years of successful experience in the design, manufacturing and testing of both folding and flexible membrane flood barrier assemblies and has successfully completed at least two (2) projects of similar types and materials as required by this Contract. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
