The Douglasville - Douglas County Water & Sewer Authority (hereafter referred to as the Authority) is soliciting competitive sealed bids from qualified contractors for the performance of the Bottlebrush Drive Stormwater Improvement Project (the Project), as more fully described in the Invitation for Bids. The scope of work includes the provision by the Contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be turn key and require minimal involvement of Authority personnel. The work to be performed shall include the removal and replacement of two (2) double wing catch basins; removal of 30 linear feet (LF) of 18-inch Corrugated Metal Pipe (CMP) and replacement with 30 LF of 24-inch Reinforced Concrete Pipe (RCP) via open cut; the removal of 124 LF of 24-inch CMP and replacement with 30-inch RCP via open cut; the installation of one (1) 30-inch concrete headwall and rip rap apron at the 30-inch RCP outfall; the removal of an existing 60-inch CMP culvert and replacement with a six-foot high by seven-foot wide reinforced concrete box (RCB) culvert which is buried one foot; the removal of concrete headwalls associated with the existing 60-inch CMP culvert and replacement with concrete headwalls for the six-foot high by seven-foot wide RCB culvert; the installation of rip rap apron at the RCB outfall; the replacement of any removed or damaged asphalt, driveways, and/or concrete curb and gutter; the hauling off and proper disposal of any removed or demolished materials. Special Conditions and Appendices contain more detailed information on the project scope. All work will be performed within Authority easements and/or inside public right of way. All anticipated federal, state, and local permits required for the Project have been obtained. All anticipated rights of way and easements required for the Project have been obtained. It is the downloaders responsibility to determine that a complete set of documents, as defined in the Instructions to Bidders are received. Printed copies of the Contract Documents may be purchased at the website for the cost of printing. The cost for printed Contract Documents is not refunded. This web site will be updated periodically with addenda, plan holders list, bid tabulations, additional reports or other information relevant to bidding the Project. By obtaining the Contract Documents, purchaser agrees to have its company name, address, phone and fax numbers published as a plan holder. All prospective bidders must hold a current Georgia Utility Contractors License and be on, or promptly qualify for inclusion on, the Authority Approved Contractor List, without restriction or probationary status. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for performance of the Project with the Authority. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a nonresponsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted.
