The North Shore Water Reclamation District hereby gives notice that sealed Bids will be received for the First Stage Aeration Piping at the Gurnee Water Reclamation Facility. The work generally consists of installation of approximately 350 linear feet of above-ground steel aeration piping, expansion fittings, connection to existing 16-inch aeration distribution piping, pipe supports, minor site grading, and asphaltic pavement patching. Subsurface condition reports: reports of explorations and tests of subsurface conditions used in preparing the bidding documents are on file for inspection at all offices listed for inspecting bidding documents. Copies are available at no cost and may be obtained when requesting bidding documents. Legal provisions: contractors and subcontractors shall conform to the "substance abuse prevention on public works projects act", (820 ilcs 265/1 et seq.); and with the provisions of 29 cfr part 470. Wage rates: this contract calls for the construction of a "public work," within the meaning of the illinois prevailing wage act, 820 ilcs 130/.01 et seq. ("the act"). The act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the "prevailing rate of wages" (hourly cash wages plus fringe benefits) in the county where the work is performed. The prevailing rate of wages are revised by the illinois department of labor and are available on their official website at: http://www.Illinois.Gov/idol/laws-rules/conmed/pages/prevailing-wage-rates.Aspx. If the department of labor revises the prevailing rate of hourly wages to be paid by the public body, the revised rate as provided by the public body shall apply to this contract. All contractors and subcontractors rendering services under this contract must comply with all requirements of the act including, but not limited to, all wage, notice, and record keeping duties. Pre-bid conference: a pre-bid conference will be held prior to the bid opening on the 28th day of april 2021, at 10 a.M. Bid security: bid security in the amount of not less than 5% of the bid shall accompany each bid in accordance with the instructions to bidders. Contract security: the bidder to whom a contract is awarded shall furnish a performance bond and a payment bond each in an amount equal to the contract price. Bid rejection/acceptance: owner reserves the right to reject any and all bids, waive informalities in bidding, or to accept the bid or bids, which best serves the interests of owner. Bid withdrawal: no bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of owner.
