Immediately after the pre-bid conference, bidders may participate in an optional site visit of the liner construction project at the Caja del Rio Landfill with representatives from CDM Smith Inc. (Engineer) and Santa Fe Solid Waste Management Agency (Owner). The work to be performed for this project consists of furnishing all equipment, labor and materials for the construction of the Caja del Rio Landfill Cells 6B and 6A Wedge Liner System Construction Plans, Specifications, and other Contract Documents ("Work"). Bids for the project will be presented in the form of a unit price or lump sum bid as indicated on the Bid Form. The bidder shall bid all items listed. Each bidder must conform to the conditions specified in the section entitled Instructions for Bidders. Each bid shall be accompanied by an acceptable form of bid Guarantee (Bid Security) in an amount equal to at least five percent (5%) of the amount of the bid payable to the Santa Fe Solid Waste Management Agency as a guarantee that if the bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Labor and Material Payment Bonds within fifteen (15) days after the award of the Contract. The bid shall also include a signed Non-Collusion Affidavit of Prime Bidder, a signed Certificate of Bidder Regarding Equal Employment Opportunity, Certificate of Nonsegregated Facilities, and Acknowledgement for Receipt of Addenda. The successful Bidder shall, upon notice of award of Contract, secure from each of its subcontractors a signed Non-Collusion Affidavit of Subcontractor. Bidders must possess an applicable license to perform the Work under the Contract, provided for in the New Mexico Construction Industries Rules and Regulations. The Work shall be complete within ninety (90) calendar days following issuance of a notice-to-proceed to the successful Bidder. Following the ninety (90) calendar day contract time, SFSWMA will impose liquidated damages for failure to comply with this time limit, as specified in the Contract Documents. Performance Bond and Labor & Material Payment Bond, each 100% of the Contract sum, will be required of the successful Bidder entering into the construction Contract.
Bidders agree to hold their bid prices for sixty (60) days subject to action by the Owner. The Santa Fe Solid Waste Management Agency, herein referred to as the Owner, reserves the right to reject any or all bids and to waive any formality or technicality in any bid in the best interest of the Owner. Wages paid on this project shall not be less than the minimum prevailing wage rates listed in the Contract Documents. To receive a resident or resident veteran business preference pursuant to Section 13-4-2 NMSA 1978, a resident or resident veteran contractor shall submit with its bid a copy of a valid resident or resident veteran business certificate issued by the New Mexico Taxation and Revenue Department pursuant to Section 13-1-22 NMSA 1978. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, or national origin. Bidders on this work will be required to comply with the Presidents Executive.
