CR Number: 2064710 The New York State Department of Transportation is assisting Thornton Tomasetti (TT), in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control and Access Equipment for Consultant State Inspection Teams throughout NYSDOT's Region 11, under Contract No. D037931 PIN: XB20.03. The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control for the Williamsburg Bridge Biennial Inspection located over the East River, connecting Manhattan and Brooklyn in New York City in the State of New York. The required traffic control will assist TT and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices. Required Experience: As the safety of human lives is at risk, the Subcontractor shall be thoroughly knowledgeable, trained and have had a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors' personnel assigned to this work shall have current flagger certification necessary to perform the work, must be able to communicate in a clear and effective manner and be familiar with the MUTCD manual. All equipment and procedures shall meet as a minimum the requirements of the New York State Department of Transportation Standard Specifications, as amended, and all other applicable NYSDOT guidelines and directives. The project duration is from the beginning of the Contract (anticipated in May 2020) until May 31, 2022. It should be noted that the majority of the work will be performed from May through December of 2020 with minimal or uncertain amount of work anticipated in 2021. The number of workdays required per crew to provide Work Zone Traffic Control per week will vary from zero to five (0 to 5) days. As many as three (3) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. Also, full and partial day and nighttime closures will be required to complete the work. One contract will be awarded for both day and night work. TT has a prime contract with the NYSDOT, Contract No. D037931. All applicable provisions of the prime contract apply to the subcontract. TT reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen's Compensation Insurance; All Subcontractor's. Permits - TT will procure all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. As noted previously, proposals must be received at the offices of Thornton Tomasetti, Inc, 40 Wall Street 19th Floor, New York, NY 10005 no later than 2:00 PM on April 22, 2020. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 2:00 PM on April 22, 2020 and read out loud in the offices of Thornton Tomasetti, Inc., 40 Wall Street 19th Floor, New York, NY 10005, by Mr. Parag Kadakia A representative of NYSDOT may be present. Attendance at TT, 40 Wall Street 19th Floor, New York, NY 10005, a representative from each of the prospective bidder is not mandatory. For a visitor to enter the TT's office building, they should request and arrange the visit/attendance in advance, due to the pandemic concern of COVID-19. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau's Designated Contact Until: Mr. Kuang (Jimmy) Cheng of Thornton Tomasetti. Until a contract is approved, contact with any other NYSDOT or TT employee concerning this project should not be made unless otherwise directed by the Office of Contract Management.
