Bidders must submit complete and detailed specifications of the product or service which Bidder proposes to supply. Each bid must be accompanied by Certified Check, Cashier's Check or Bid Bond to the order of PARKING AUTHORITY CITY OF CAMDEN in an amount equal to ten percent (10%) of the sum of the bid, but not in excess of $20,000.00 together with a non- collusion affidavit. All bidders must comply with P.L. 1975, c127 signed into law June 23, 1975 and P.L. 1977, c33 signed into law March 7, 1977, which laws are a part of the specifications in their entirety. All bidder's contractors and suppliers must provide a copy of their Treasury Business Registration Certificate issued by the New Jersey Department of Treasury at the time the bid is submitted. Bids will not be received after the time specified for the opening of the bids. Bids received after the hour appointed will be deemed invalid and returned unopened to the Bidder. To the extent that any of these instructions directly contradict the bid specifications, the bid specifications shall prevail.
