As of October 20,2020 the project is not yet awarded. A timeline for award has not yet been established. Sealed Bids for Runway 14-32 Rehabilitation Any bid received after the specified time will not be considered and will be returned unopened Bids must be completed and signed in ink in space (s) provided on the enclosed blank bid form(s) or bid will be subject to rejection. Each Bidder must submit with his/her bid security in the amount of five percent (5%) of his/her bid price, subject to the conditions provided in Section 20 of the General Provisions. No Bidder may withdraw his/her bid wit hin one hundred twenty (120) calendar days after the actual date of the bid opening. The bid, with original signatures, and two (2) additional copies are to be submitted in a sealed envelope and the sealed envelope shall be marked as follows: Mobile Airport Administration: Do not open until due date and time. Bid for Runway 14-32 Rehabilitation, Mobile Downtown Airport to be opened at due date and time. Any questions concerning the proposal shall be addressed and submitted in writing no later than close of business, 5:00 PM, September 11th , 2020 to: Matthew Thomason, PE Matthew.Thomason@rsandh.com Each Bidder is individually responsible for the careful examination of the site of the proposed Work, the Proposal, Plans, General Provisions, Technical and Supplemental Specifications, Contract Forms and all requirements of the project. The failure or omission by any Bidder to do so shall in no way relieve any Bidder from any obligation with respect to its bid. All bidders bidding in amounts exceeding $50,000.00 must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, as amended. All Bidders must be properly licensed contractors at the time of submitting bids in accordance with t he provisions of the State of Alabama and must indicate their current Alabama General Contractors License number on the outside of the sealed envelope containing their Bid, and on their Bid. The successful Bidder will be required to submit a Certification of Nonsegregated Facilities prior to award of the Contract, and to notify prospective Subcontractors of the requirement for such Certification where the Subcontract exceeds $10,000. Samples of the Certification and Notice to Subcontractors appear in the Specifications. A cashier check, a certified check or a surety bond in the amount of five percent (5%) of the bid sh all accompany the proposal of each bidder. The said check or bond shall be submitted as security that should the bidder be awarded the work, he/she will enter into a contract and furnish the necessary bonds and insurance certificates within twenty (20) days from the date of notice of award and failing to do so, said bid security shall be forfeited to the Owner (Mobile Airport Authority) as liquidated damages. The check or bond shall be made payable to the Owner. The Owner reserves the right to hold the check or bond of the three lowest bidders until the successful bidder ha s entered into a contract and furnished the necessary bonds. All other checks or bonds will be returned as soon as the award has been made to the successful bidder. A DBE contract goal of 8.7 percent has been established for this contract The Owner reserves the right to reject proposals and to waive technicalities as provided in Section 20-08 of the General Provisions. Performance and Payment Bonds will be required as set forth in the Instruction to Bidders In addition, the successful bidder shall also furnish to the Owner a Warranty covering defects of material and workmanship for the calendar year following the Owner approval and written acceptance of the construction. The proposed contract is contingent upon actual receipt by Mobile Downtown Airport, of adequate funds from the Federal Aviation Administration for the performance of the construction and installation of the airport improvements contemplated by the proposed contract. Mobile Airport Authority , in accordance with Title VI of the Civil Rights A ct of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted Programs of the Department o f Transportation issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively ensure that in any Contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, creed, color, national origin or sex in consideration for an award. Mobile Airport Authority continually strives to develop quality sources for goods and services and encourages all prospective Bidders to respond to the Invitation to Bid. Mobile Airport Authority reserves the following rights: to accept or reject any or all bids; and to award the Contract to the most responsive and responsible Bidder whose bid is determined by the Owner to be in its best interest. The Owner reserves the right to defer award of the Contract for a period of 120 days after the date of opening bids or to reject any or all bids. In case of ambiguity or lack of clearness in stating proposal prices, the Owner reserves the right to adopt the most advantageous interpretation thereof and to accept or reject any informalities or irregularities Goals for minority participation for each trade: 25.9% Goals for female participation in each trade: 6.9% A DBE contract goal of 8.7 percent
