The Bidder shall base its Bid upon the prevailing rates of wages as ascertained by the Ohio Department of Commerce, Wage and Hour Bureau for the Project as provided in ORC Sections 4115.03 through 4115.14.Bids will be evaluated and awarded on the lowest and best bid as determined by the Poggemeyer Design Group Engineer, ADA Architects, Inc., and the Village Administration.
