Site work and paving for a mixed-use development in Boise, Idaho. Completed plans call for site work for a road / highway; sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; and road / highway.

In accordance with the plans and specifications, this work shall consist of milling and repaving Kootenai Street, Orchard Street to Vista Avenue. The work also includes adding concrete chicane islands, replacing stormwater and irrigation pipe, replacing and adding curb, gutter, sidewalks, curb ramps, installing seepage beds, replacing two traffic signals, and adding a Rectangular Rapid Flashing Beacon Expected Contract Bonding Requirement: $3,250,000 The work must start no later than September 19, 2022. ACHD shall be entitled to Liquidated Damages of $2,000 for each calendar day of delay in the completion of the work. A delay on one portion of the project does not justify delays on other portions of the project. Irrigation improvements for this project allows construction to occur during the active irrigation season. Proposed improvements to existing irrigation facilities are to occur 'off-rotation', or when the water share is not in use. The contractor shall coordinate with all users requiring pipe and/or structure replacement to construct improvements such that water delivery is not impacted. Alternative methods to provide irrigation water service may be allowed if approved by the Irrigation District and/or Irrigation users impacted by proposed construction. All questions or clarifications concerning the content and requirements of the Invitation to Bid (ITB) must be posted in the Q&A section of the solicitation located at the eProcurement Portal. All questions or clarifications must be submitted by Friday, July 1, 2022. Any interpretation that may alter or change the ITB will be in writing, in the form of Addenda, which will be furnished via the eProcurement Portal. It is the Bidder's responsibility to check for Addenda before submitting bids. A Plan Holders List will be posted on the eProcurement Portal. ACHD has prepared the Invitation to Bid (ITB) including the Plan Sets for the proposed project. These ITB and Plans are available for download at the eProcurement Portal. The right is reserved to reject all proposals or reject any proposal not conforming to the intent and purpose of the Contract Documents whenever such action appears to be in the best interest of ACHD.
