Bids must be accompanied by a bid security equivalent to ten percent (10%) of the bid price and in one of the forms listed below: A bid bond issued by an institution financial, valid for a period of forty-five (45) days from the date the tenders are opened; or Certified check, money order or bank draft made payable to the Project Manager; or An irrevocable letter of guarantee issued by a bank, savings or credit union or trust or savings company and in accordance with the provisions of the Project Manager's "Irrevocable Letter of Guarantee" form. Only contractors having a business office in Quebec or in a province or territory covered by the applicable agreements and holding the license required under the Building Act are allowed to tender. A contractor holding a restricted license issued by the Regie du batiment du Quebec or registered in the register of enterprises not eligible for public contracts (RENA) and whose period of ineligibility for public contracts has not ended, is not admitted to submit a bid; these two cases of inadmissibility also apply to the tenderer's subcontractors. Bidders are responsible for the choice of subcontractors, both for their solvency and for the content of their bid, and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licenses.
