Site work and paving for a transportation facility in Lincoln, Alabama. Working plans call for site work for a transportation facility; and for paving for a transportation facility.
As of June 19, 2019, bids received on June 18, 2019 came in over budget. This is a small project. This will not get awarded this year, but it is anticipated to re advertise by next year. Bids will be received for work associated with the furnishing of all supervision, technical personnel, labor, materials, machinery, tools, equipment, incidentals and services, including utility and transportation services, and the performance and completion of all work required for the following project: The surface rehabilitation of airfield pavement located between Taxiways A3 and A4, in the area located between two taxiways in the general aviation area of the airport already rehabilitated in 2015 and 2018. The work will consist of the following: (1) cold milling/planning of existing asphalt pavement; (2) removal of raised pavement joints, resulting from pavement movement over the many decades that have passed since the original concrete pavement was constructed; (3) the cleaning/filling/sealing of existing joints found within the limits of the concrete pavement found in the project area; (4) the removal and replacement of broken pavement, expected to be found in isolated areas of the existing pavement that is being rehabilitated; (5) the leveling of sunken areas of concrete pavement with hot mix asphalt pavement; (6) the application of an asphalt and stone surface treatment atop the prepared concrete pavement surfaces; (7) the application of a 2-inch hot mix asphalt overlay atop the surface treatment; and (8) the remarking/restriping of the pavement surface. Other incidental items of work necessary for the successful completion of the project will also be required. Additional bid requirements are more specifically defined in Section B of the technical specifications for the project. All work shall be performed in strict accordance with the plans and technical specifications prepared for this project. It is anticipated funds for the first project will be available from the FAA within 60 days of bid opening. Once FAA funds are received (a requirement necessary prior to the award the project), the compilation of the contract documents can take place. Once the contract between the Airport Board and contractor is executed, and a preconstruction conference is held, work on the project can commence. Please refer to the technical specifications for bidding and post-bid requirements necessary to award of the project. The Contract Documents (Specifications, Proposal Forms, etc.) may be examined at the following locations on or after May 29, 2019: Talladega Municipal Airport Board offices / 108 East Street North / Talladega, Alabama 35161 / (phone or fax) 256-761-9046 Neel-Schaffer, Inc. / Two Perimeter Park South, Suite 230E / Birmingham, Alabama 35243 / (phone) 205-912-8550 / (fax) 205-397-3900 / (email) kenneth.gilbert@neel-schaffer.com Either set may be purchased by submitting a certified or cashier's check made payable to NEEL-SCHAFFER, INC. The cost for each set of documents is non-refundable. The purchase price of the contract documents includes standard two-day shipping and handling via FedEx or U.S. Mail. Next day courier service is also available to the purchaser, either by providing to the shipper its own account number with its preferred shipping company, or by paying NEEL-SCHAFFER, INC. an additional $35.00 for the next day standard (not priority) delivery service requested. Arrangements will have to be made prior to shipping in order to use overnight delivery service. The project being offered at this time is considered a federally funded project, and specific requirements are required of the Contractor during the bidding and construction phases of the project. Because state funds may also be included within the project, certain state requirements are applicable to the project. All requirements (both Federal and State) are clearly defined in the technical specifications. It shall be the responsibility of the prospective bidder to become familiar with all of the requirements of bidding and construction prior to submitting a proposal on the project listed above. Please refer to the technical specification for additional bidding requirements, or contact Neel-Schaffer, Inc. for information. A record of items discussed at the preconstruction conference and responses to other questions submitted during the bidding interval will be provided to all plan holders as an Addendum to the project prior to bid opening. No additional questions will be accepted after 12:00 p.m. on June 13, 2019. Bids will be based upon prevailing wage rates for Talladega County, Alabama, and in no case are wages less than those prevailing rates, predetermined by the Secretary of Labor, acceptable for use on this project. A schedule of the latest wage rates are included as part of the Contract Documents. All bids submitted by mail shall be registered, and shall be received by the Airport Board (by its Chairman or the City Clerk) at the Talladega City Hall one hour prior to the time of bid opening on the day of bid opening. Any proposal received, which does not comply with these provisions, or more specific provisions outlined in the technical specifications, will be returned unopened. The Owner reserves the right to reject any and all bids, to waive any informalities or irregularities in the Bids received, and to accept Bid which is deemed most favorable to the Owner at the time the conditions are stipulated.
