Bid 10.0% Performance 100.0% Payment 100.0% The Metropolitan Water District of Southern California hereby invites sealed bids for the Colorado River Aqueduct Discharge Line Isolation Coupling and Bulkhead Installation located at Metropolitans five pumping plants in San Bernardino and Riverside Counties, in accordance with Specifications No. 1834. Project description. The work consists of fabricating and installing 44 isolation couplings, fabricating 10 removable bulkheads, relining approximately 2,025 feet of 6-foot discharge pipes with mortar lining, demolishing and installing concrete piers, abating hazardous materials, and performing other appurtenant work as specified and shown on the drawings. Estimated cost of contract. Metropolitan expects the total cost of construction to range between $19,000,000 and $24,000,000. This estimate is intended to serve merely as a guideline of the magnitude of work. Neither the bidders nor the contractor shall be entitled to claims because of any inaccuracy in the estimated cost range. Driving directions to the Gene facilities from Los Angeles are as follows: Take Interstate 10 East and travel past Chiriaco Summit. Continue East to Desert Center and take Highway 177 Exit. Travel North (turn left) approximately 27 miles to Highway 62. Take Highway 62 East and travel approximately 60 miles, through Vidal Junction, to Earp. Continue straight on Parker Dam Backcountry Byway Road, approximately 15 miles North towards Parker Dam. At the turnoff for Parker Dam, stay to the left on MWD Road. Approximately 1-1/2 miles up MWD Road, turn left at the MWD sign to enter Gene Pumping Plant facilities. If additional directions are required, bidders may call the Desert Operations Control Center (DOCC) at telephone number (760) 663-4911. Immediately following the pre-bid conference, a tour of the project will be given and will conclude at approximately 5:00 p.m. Lunch will be provided for attendees. Attendees must wear construction attire during the tour. All personnel attending the pre-bid conference shall possess a valid government-issued photo identification card and shall not pose a security risk to Metropolitan. Any vehicle entering a Metropolitan facility is subject to search and visual inspection. Attendance at the pre-bid conference by subcontractors is not required. Each bid shall be accompanied by cash, a certified or cashier check, or a surety bond as a guarantee that the bidder will execute the proposed contract if awarded. The successful bidder shall furnish a performance bond and a labor and material payment bond, in accordance with the contract documents. The bidder shall have a California contractor license, classification A, or C-34, at the time of submitting the bid. In addition, the entity performing asbestos abatement shall be either the prime contractor with a California Contractors State License Board issued ASB certification or a subcontractor with a C-22 license. A subcontractor having a different C license may perform abatement work if it possesses an ASB certification and the abatement work is associated with said C license. Metropolitan has adopted a policy encouraging the participation of Small Business Enterprise and Disabled Veteran Business Enterprise (SBE/DVBE) firms in its contracts. For this project, Metropolitan requires small and/or disabled veteran business participation of at least 25 percent of the total bid. Failure to meet this percentage will cause Metropolitan to reject the bid as non-responsive. SBE/DVBE participation will be determined by the total value of all contracts entered into with SBEs and DVBEs for this project. Bidders may call Metropolitan Business Outreach Officer at (213) 217-7444 with questions regarding the Small/Disabled Veteran Business Enterprise Program. The successful bidder and its agents, employees, and subcontractors shall comply with provisions of the California Labor Code, including those relating to payment of prevailing rates of wages. The bidder and its subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work pursuant to Labor Code Section 1725.5. Metropolitan will not accept any bid without proof of current registration to perform public work pursuant to Section 1725.5. The successful bidder will be permitted to substitute securities for money that would otherwise be withheld by Metropolitan as provided in California Public Contract Code 22300.
