Dredging from areas of the North and South basins of the Vallejo Marina and disposal of sediments at the Corps of Engineers Carquinez Strait disposal site (SF-09). Anticipated Schedule: start of construction Fall 2019. The work to be done includes: Dredging from areas of the North and South basins of the Vallejo Marina and disposal of sediments at the Corps of Engineers Carquinez Strait disposal site (SF-09), and providing insurances and licenses as necessary, including all other items and services necessary or incidental to providing a complete improvement according to the Contract Documents. The bidder shall include in his bid and provide all labor, tools, equipment, materials, and incidentals for a complete and working project in conformance with the intent shown on the drawings and specified herein. Dredging shall not commence before August 1, 2019, and shall be completed by October 15, 2019 (dredging window). Time of completion of the work is 72 calendar days or less, to occur within said dredging window, depending on issuance of episode approval and the date of first working day stated in the Notice to Proceed issued by the City. No bid will be received unless it is made on the proposal forms included in these proposed Contract Documents. Each bid must be accompanied by cash, a cashier's check, certified check or bidder's bond made payable to the City of Vallejo in the amount of ten percent (10%) of the total bid amount. Bid bonds shall be issued by a corporate surety duly admitted and authorized to issue bonds and undertakings by the State of California and on the form provided by the City of Vallejo. The Federal Emergency Management Agency Public Assistance Program provided part of the funding for the project. Accordingly, the contract contains required contract clauses pursuant to title 2 of the Codes of Federal Regulations section 200.326 and Title 2 of the H:\ENGR\CIP\PWM06 Dredging FEMA\Doc\14 PSE\02 Specs\Notice to Contractors\Notice to Contractors FINAL - 2019 Marina Maintenance Dredging.docx Rev 01/2015 2 Code of Federal Regulations Part 200. Pursuant to Section 1700, and following, of the California Labor Code, the Contractor shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the office of the City of Vallejo, Department of Public Works, 555 Santa Clara Street, 4th Floor, Vallejo, CA 94590 5934. Those copies shall be made available to any interested party upon request. The Contractor shall forfeit, as penalty to the City of Vallejo, Fifty Dollars ($50.00) for each calendar day or portion thereof, for each workman paid less than the stipulated prevailing rates for any work done under the contract by it or by any subcontractor under it, in violation of the provisions of such Labor Code. The Contractor shall post a copy of the general prevailing rates per diem wages in a conspicuous place at the job site forthwith upon undertaking the public work called for herein. The Contractor shall also keep an accurate certified payroll record in accordance with requirements set forth in Section 1776 of the Labor Code of the State of California and these Contract Documents. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the State of California Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Bidders are advised that this project is subject to all federal, state and local nondiscrimination laws including Vallejo Municipal Code sections 2.72.030 and 2.72.040
