Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) seeks to commission our nation's most talented architects, landscape architects, interior designers, engineers and construction professionals to design and construct Federal facilities of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, functionality, cost, constructability, durability and reliability; create environmentally responsible and superior workplaces for Federal employees and give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet performance targets and security requirements. The GSA intends to award a Bridging Design-Build (BDB) contract for the modernization and rehabilitation of the existing historic James M. Ashley & Thomas W.L. Ashley U.S. Courthouse and new construction of an Annex in Toledo, OH, pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Bridging Design-Build Selection Procedures (FAR Sub-part 36.3). The project includes bridging design-build services, construction and site development for the new Courthouse. The existing Ashley U.S. Courthouse has 91,766 gross square feet (GSF) via four occupied floors and a basement. The Annex will add up to 96,000 gross square feet (GSF) to the facility. The Annex is intended to satisfy the programmatic needs of the U.S. District Court, including secure circulation needs. The tenant agencies for the project include the U.S. District Court, U.S. Bankruptcy Court, Probation, Pretrial, U.S. Marshals Service, U.S. Trustee, U.S. Attorney and GSA. The contract will be awarded for a firm fixed-price for the bridging design-build services. This project will utilize the Bridging Design-Build (BDB) delivery method, with the BDB contract procured by competitive negotiation using a two-phase bridging design-build selection procedure (FAR 36.2). A single DB contract will be issued for a revised design concept submission, Design Development Phase and Construction Documents Phase services, as well as all construction work, including tenant improvement and all required specialty construction work. For this contract award process, GSA will issue a Solicitation consisting of Phase I and Phase II, respectively. The purpose of Phase I (the request for qualifications) is to select the most highly qualified Offerors from Phase I to participate in Phase II (the request for proposals). At the conclusion of Phase I, GSA will invite the Short-Listed Offerors to submit Phase II proposals. Phase II proposals will require submission of technical and price proposals, which are evaluated separately in accordance with FAR Part 15. Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase I "short-list" on FedBizOps. Maximum number of short-listed Offerors: A maximum of three (3) of the Offerors will be selected to proceed to Phase II. In consideration for the preparation of a Phase II technical proposal, GSA will pay a stipend of $150,000 to each of the Phase II Offerors not selected for award of the resulting contract. At the conclusion of Phase II, GSA intends to award a contract to a single Offeror for all design and construction services. This contract will be a full and open procurement, available to both large and small business firms. As part of the Phase II proposal, large business Offerors will be required to submit an acceptable small business subcontracting plan in accordance with FAR Part 19.7. Offerors will be invited to submit a proposal subject to Project Labor Agreement requirements, a proposal not subject to Project Labor Agreement requirements, or both. If a Project Labor Agreement proposal is accepted by GSA, the apparent successful offeror shall be required, as a precondition to award, to execute and deliver to the contracting officer a Project Labor Agreement meeting the minimum requirements of the Solicitation. The Request for Qualifications will be issued electronically on or about August 15, 2019 at http://www.fedbizopps.gov. A Pre-Proposal meeting will be held on or about September 6, 2019 in Toledo, OH. Prospective attendees are required to register their company with the GSA Contracting Officer, Anna Vanko, via e-mail at anna.vanko@gsa.gov for all individuals planning to attend. Call in reservations will not be accepted. This meeting is intended to review the scope of the project and the submittal requirements.
