Clarification for Clause B-42 - The Contracting Officer WILL NOT require more than one superintendent for this project.Clarification for Clause F-805 - The Contracting Officer WILL ALLOW the project superintendent to be the Project SafetyDirector for this project as long as that individual meets the qualifications required to be the Project Safety Director. In reference to Equal Opportunity Affirmative Action Program (Provision 9-1)(March 2006), please designate whether yourcompany ___ has, or ___ does not have 50 employees (total part-time and full time) including subsidiaries and affiliates. Allofferors are required to select either has or does not have and to fill out this section of the solicitation and return with theirproposal. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical ormanagement features. However, the Postal Service may not necessarily make an award at the lowest price in order to achievea small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price. The evaluation factors outlined in ATTACHMENT 11 will beused to evaluate proposals technically. Award will be made to the Offeror whose proposal contains the combination of thosecriteria offering the best overall value to the Postal Service. Best value will be determined by comparing differences in the value of technical and management features with differences incost to the Postal Service.
