Pulaski County, Arkansas has requested Federal assistance from The U.S. Department of Commerce, Economic Development Administration (EDA) for the construction aspects of 2.5 miles of Zeuber Road in Little Rock, Pulaski County, Arkansas and desires the services of a Professional Engineer for the planning, design, construction phase, and the proposal of cost estimates for this project. The task will include project supervision through completion of construction phase. The firm will be selected in accordance with the procurement standards as set forth in 2 CFR Part 200, and according to the EDA publication "Summary of EDA Construction Standards." The firm is required to have an active registration on Sam.gov, clear of any debarment issues. The firm will be evaluated based on the following criteria: The specialized experience and technical competence of the firm with respect to the type of professional services required. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of this project. The past performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules and deadlines.
