Renovation of a water / sewer project in Raleigh, North Carolina. Completed plans call for the renovation of a water / sewer project.
The Project or Work consists of the construction of new and modified wastewater treatment facilities including solids screening, pre-dewatering facilities, thermal hydrolysis process and feed systems, anaerobic digesters, digester gas treatment systems, process steam systems, fats, oils, and grease receiving, and other related treatment plant facilities and upgrades.The Screening & Pre-Conditioning - Bid Package No. 7 entails the construction of new Screenings Building, Preconditioning Building, Cake Hoppers, Truck Loading, Odor Control, Process Drain Pump Station, Secondary Clarifier 1 & 12 Scum Pump Replacement, Biosolids Transfer Pump Station, Offsite Reuse Pump Station, Primary Clarifier Modifications, and Uncovered Aerobic Digester Modifications to be constructed as part of the Project. Procedures for submitting a Bid, claiming an error, withdrawing of Bids and other pertinent information are contained in the Instructions to Bidders. All rights are reserved to reject any or all Bids, waive any informalities, or to award such contract as in its judgment is deemed to be in the best interest of the Owner. Crowder Construction Company (Crowder, Construction Manager at Risk or CMAR) will receive sealed Bids for portions of the above Project as specified herein and in the Instructions to Bidders until the dates and times indicated. Failure to submit a Bid prior to the due date and time may be cause for rejection by CMAR. Only bids from the Pre-Qualified Bidders list below will be accepted. The Pre-Qualified Bidders include the following: 1. Balfour Beatty 2. English Construction 3. Shook Construction 4. TA Loving Company 5. Ulliman Schutte The City of Raleigh prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap or sexual orientation and will pursue an affirmative policy of fostering, promoting, and conducting business with women and minority owned business enterprises. Pursuant to North Carolina General Statutes 143-128 and 143-131 and City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Women-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include - Professional Services; Goods and Other Services; and Construction. The Bidder will be required to identify participation of MWBE businesses in their proposal, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to Certified MWBEs on construction projects of $300,000 or more or on contracts of $100,000 or more that include any State funding. The Project will be funded in whole or in part by the Clean Water State Revolving Fund (CWSRF). Applicable requirements of the CWSRF shall apply including, but not limited to, MBE/WBE (DBE) utilization, Davis-Bacon Act, and American Iron and Steel (AIS) provisions.
