Demolition, site work, renovation and addition to a municipal facility in Perkasie, Pennsylvania. Completed plans call for the addition of a 1,800-square-foot municipal facility; for the demolition of a municipal facility; for the renovation of a 2,400-square-foot municipal facility; and for site work for a municipal facility.
For the renovation of approximately 2,400 square feet and the construction of an approximately 1,800 square foot addition to the East Rockhill Township Municipal Building. Bids will be received for the following construction contracts for the above-referenced project: A. General Construction B. Mechanical Construction C. Electrical Construction D. Plumbing Construction The Township will award separate contracts for each of the above-referenced prime contractors; general, mechanical, electrical and plumbing. No Pre-Bid conference is scheduled; All bids must be accompanied by bid security in the amount of 10% of the Base Bid in one of the following forms naming East Rockhill Township as payee or obligee as applicable: certified check, bank cashiers check, letter of credit, or bid bond in the required form by a corporate surety authorized to do business in the Commonwealth of Pennsylvania and acceptable to the Township. Additionally, all bidders shall submit, an e-verify form and all other required documents listed in the specificatoins. This project is subject to the provisions of (a) the Pennsylvania Prevailing Wage Act as amended; (b) the Steel Products Procurement Act only steel products permitted thereunder shall be used or supplied in performance of the Contractor Subcontracts hereunder; (c) the Reciprocal Limitations Act, Act 146 of 1986, which prohibits the use of supplies, equipment or materials manufactured in a state or territory which discriminates against the purchase of such supplies, equipment or materials manufactured in the Commonwealth of Pennsylvania in said state or territory's public buildings and other works; (d) the Trade Practices Act of July 23, 1968, P.L. 686 prohibiting use of aluminum or steel products made in a foreign country that discriminates against such products manufactured in the Commonwealth of Pennsylvania; (e) East Rockhill Township shall require the submission of a Non-collusion Affidavit with the Bid. (f) the Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended, which prohibits any bidder from discriminating against any employee, applicant for employment, contractor or any other person because of race, color, religious creed, ancestry, national origin, age or sex; and (g) the Americans with Disabilities Act (Public Law 101-336). East Rockhill Township shall award the contract to the lowest responsible and responsive bidder or shall reject all bids within 90 days following the date of bid opening, and no bidder may withdraw its bid before the expiration of such 90 day period; provided, however, that if the award of the contract is delayed by required approval of another governmental agency, the sale of bonds, securing financing or the award of a grant, East Rockhill Township shall reject all bids or award the contract to the lowest responsible and responsive bidder within 120-days of the date of bid opening, and no bidder may withdraw its bid before the expiration of such 120-day period. 30-day extensions of the date for the award of the contract may be made by the mutual written consent of East Rockhill Township and the lowest responsible and responsive bidder. Bids may be withdrawn after opening only as set forth in PA Act 4 of 1974. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds in an amount equal to one hundred percent of the contract price. A Maintenance Bond in the amount of 10% of the project cost for a period of one year will also be required at the completion of the project. The accepted bids will be awarded by the East Rockhill Township Board of Supervisors at a board meeting following the opening of the bids on Penn Bid. East Rockhill Township reserves the right to reject any or all bids or parts thereof or items therein and to waive any defects or irregularities in the bids. Bid award, if awarded will be based on the Base Bid Cost for each prime contract, at the sole discretion of the Township. The Township expressly reserves the right to reject or accept any or all bids and may re-advertise if the best interests of the Township are to be hereby promoted. The Township may waive technical defects if, in its judgment, the best interests of the Township shall so require. No bid may be considered from any person, firm or corporation who has defaulted in the performance of any contract or agreement previously made with the Township or conclusively shown to have failed to perform satisfactorily such contract or agreement with the Township. As a condition of the bid award, the Township reserves the right to meet and discuss with the successful low bidder to reduce the cost of its project through value engineering project materials, project design, project construction methods, site limitations or restrictions, or other aspects of the project so as to eliminate unnecessary costs while improving function and quality and to address Township budgetary limitations. The successful bidder will be required to enter into a construction contract incorporating any value engineering cost reductions or efficiencies. The successful bidder shall be required to pay fees established equal to 1/4 % of the awarded bid total. All questions must be addressed to the Architect electronically. All Requests for Information (RFI) must be submitted electronically to be considered. No RFIs will be considered after the date indicated electronically.
