The projected time period of need is estimated from March 2020 through May 2021. INDOT anticipates needing a total of 1 Project Engineer/Supervisor and 1 Highway Technician/Inspector. The Final Construction Record must be submitted to the Final Records office 45 days after Release of Maintenance. The consultant shall not have more than 2 rechecks of the Final Construction Record during final construction record processing. Closeout of the final record will occur within 180 calendar days from final acceptance. The selected firm shall provide personnel local to the project site such that commuting and lodging expenses shall not be incurred. INDOT shall control the hours and staffing of these personnel who may be required to work during the winter season, work up to 12 hours per day, and/or work at night. The selected firm's personnel shall work under the INDOT Area Engineer. The work type and the contractor's schedule will ultimately determine the length of time each PE/S and Inspector will work on this contract. Letters of Interest (LOI's) must specify the names of the project supervisors and inspectors who will be supplying services under this contract. Additionally, the LOI shall include a map showing the locations of these personnel. If the selected firm's personnel changes occur during the course of this construction inspection contract, the selected firm must notify INDOT's Area Engineer of the change in personnel assignment immediately. Changes in personnel can only occur after construction activities begin, but the Area Engineer has the authority to either accept or reject the change in personnel for any reason. Personnel identified in the LOI who are not full-time employees at the time of the LOI submittal shall be identified with explanation of employment status. LOI's must identify the personnel passing all six areas of the Certified Technician Program (CTP), unless the personnel is exempt, prior to being approved to work on any INDOT projects. This applies to all personnel who will invoice time to this contract. INDOT will not reimburse any expense incurred in obtaining these certification. All full-time resident project representatives must be able to enter and navigate the Site Manager System with a valid Site Manager account prior to being approved to work on any INDOT construction inspection contract in advance by the INDOT's Area Engineer. It is at the discretion of the INDOT Area Engineer whether or not intern personnel will be allowed to work on the contract which must be approved by the INDOT Area Engineer in advance. A field overhead rate will be used for this contract. Consultants without audited field overhead rates may propose a field rate at the time of contract negotiation. INDOT does not allow consultants that performed design to be the prime consultant for inspection and does not allow these consultants to provide the Project Engineer/Supervisor services. Design firms, however, could perform in any subconsultant capacity subservient to the prime consultant and to the Project Engineer/Supervisor.
