The project involves the clearing, grading and paving of a parking facility and the installation of a building foundation and floor slab. Also included is necessary curbing, sidewalks, lighting, drainage and water quality infiltration systems, contaminated soil handling, landscaping and other items. Elements of the project are as follows: a. Grading and installing full depth asphalt pavement parking area b. New granite curb and existing granite curb resetting c. New portland cement concrete sidewalks d. Surface water collection and water quality infiltration system installation e. Contaminated soil excavation, handling and disposal f. New commercial building portland cement concrete foundation and floor slab g. Loam and seed and tree and plant landscaping. The City of Central Falls hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation, and that it is the policy of the City to comply with all municipal, state, and federal laws, policies, orders, rules and regulations which prohibit unlawful discrimination. The bidder shall include a plan for meeting the goal that a minimum of 10% of the value of the bid will be completed by State-of-Rhode-Island-certified Disadvantaged Business Enterprises (DBE's). The successful bidder must indicate the DBE it intends to utilize to achieve the above-stated percentage prior to award of the contract. A Surety Company Bond, on the form furnished by the City of Central Falls for at least 5% of the amount of the bid, must accompany each proposal. Certified checks, cashier's checks or cash deposits will not be accepted. The Proposal Guaranty will be furnished by surety companies authorized/licensed to do business in the State of Rhode Island. The City of Central Falls reserves the right to retain the surety of all bidders until the successful bidder enters into the Contract or until such time as the award or cancellation of the Contract is announced at which point Sureties will be returned to all bidders.
