**As of September 13, 2019, this project has not been awarded yet. A timeline for award is not yet established. For 1930's Interceptor Flow Diversion Project Project involves abandonment of 1930's sanitary interceptor and rerouting of sanitary sewer connecting sub-lines to the newer 78" sanitary interceptor built in the 1970's. The project includes rerouting and constructing approximately 3,800 LF of sanitary sewer ranging from 8" to 60" in diameter, augor boring 177 LF of sanitary sewer, 593 LF of sanitary sewer service, CIPP lining 767 LF of sanitary, replacement of 676 LF of storm piping, 37 sanitary manholes, 14 special sanitary structures built over 78" interceptor, 16 replaced storm intake/manholes, and 1 storm gate structure. Work includes excavation and backfilling to existing grade elevations as well as surface restoration and miscellaneous associated work, including cleanup. General Decision Number: IA20190001 07/19/2019 Each bid shall be made in the electronic form furnished for Bid #19-126 1930's Interceptor Flow Diversion. Vendors must be registered as a vendor in order to submit an electronic bid. Late bids will not be accepted by the eBidding site. Faxed or emailed bids are not acceptable. Prices in bid should be free of all sales taxes. Pursuant to Iowa Code sections 422.42 (15) & (16), the awarded contractor will be issued a tax exemption certificate to purchase construction materials (within the state of Iowa) that will be incorporated into real property for this project tax free. For bid amounts $100,000 or greater, the bid must be accompanied by a bid bond, certified check, or a cashier's check, of which a claim may be made against as specified in the "Instructions to Bidders". Each bid bond or check shall be in the amount of five percent (5%) of the bid amount and must be submitted in a separate electronic attachment titled "Bid Surety". Bids submitted without a bid bond, when necessary, will not be considered. If a bid bond is necessary, scan a copy and attach it to the electronic bid, low bid's bid bond will be physically collected. The awarded contractor will be required to furnish a Performance and Maintenance Bond, if contract amount is $100,000 or greater, in an amount equal to one hundred percent (100%) of the contract amount, and said bond to be issued by a responsible surety approved by the City and shall guarantee the faithful performance of the contract and the workmanship and materials for a period of four years from the date of acceptance of the project by the City. Manufacturer's written warranties and guarantees shall also be required from the awarded bidder. Working Days - there is a project final completion date of April 1, 2021. Liquidated Damages - liquidated damages of $500.00 for each calendar day that work is not completed past the final completion date. Bidders will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the Federal loan documents. Any bidder or equipment supplier whose firm or affiliate is listed in the GSA publication "List of Parties Excluded from Federal Procurement and Nonprocurement Programs" will be prohibited from the bidding process. Anyone submitting a bid who is listed in this publication will be determined to be a nonresponsive bidder in accordance with 40 CFR Part 31. A Contractor's Suspension/Debarment Certification is contained in the specifications; however, this certification should not preclude any interested party from ascertaining whether the certifying person is actually on the List of Parties Excluded from Federal Procurement and Nonprocurement Programs. On the basis of the bids received, the City Council may propose award for the contract. Final award will not be made until the proposed award is approved by the Department of Natural Resources of the State of Iowa. It is anticipated that such approval will be made within thirty (30) days after application for approval of the proposed award. No claims for compensable delay shall arise as the result of delay in the approval of award. The selected contractor will be required to submit to the City a Certificate of Insurance for General Liability, Workers Compensation, and Vehicle insurance coverages. The limits of the policies shall be as specified in the "General Contract Conditions, which may be obtained online Specifications and contract documents governing the proposed improvements and also proceedings of the City Council referring to this proposed improvement are hereby made part of this notice and a proposed contract shall be executed in compliance with the "Instructions to Bidders and with the "General Contract Conditions". Payments to the contractor for such improvement will be made monthly in warrants as specified in the "General Contract Conditions. By virtue of the statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa and as specified in the "General Conditions". The City reserves the right to reject any or all bids and to waive technicalities and irregularities, if it is deemed in the public interest to do so. S. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, creed, religion, sex, national origin or ancestry, age, marital status, familial status, gender identity or expression, physical or mental disabilities, or political beliefs and affiliations. Potential prime contractors are required to comply with the City Disadvantaged Business Enterprise (DBE) program. Bidders shall complete the applicable certification attached to the proposal. As the project will be funded with Iowa State Revolving Fund (SRF) financing, regulations related to American Iron and Steel, Davis-Bacon wages, and all other funding related requirements included in the specifications will apply to this project.
