The City of Fort Smith Utility Department of Fort Smith, Arkansas, (hereafter called the Utility Department) is seeking proposals consistent with Act 627 of the State of Arkansas 91st General Assembly Regular Session 2017, from qualified licensed professionals who are certified by the Arkansas Contractors Licensing Board to perform construction management/general contractor services for the construction/replacement of facilities and equipment damaged by the 2019 Memorial Day Arkansas River Flood Event 1. The Utility Department will assemble a selection committee. 2. The selection committee will open responses on/after 10 working days from the original advertisement announcing the project. 3. The selection committee will review the proposals and make a formal recommendation to the Utility Department. 4. The minimum qualifications the Utility Department will consider are: a. Specialized experience and technical competence specific to the wastewater industry as demonstrated in similar projects. b. Record of timely completion, control of costs, and quality of work specific to the wastewater industry. c. Ability to obtain Payment Performance bonds and a two-year maintenance bond from a surety company licensed to do business in Arkansas with an A.M. Best rating of not less than A- to verify the firm's bonding capacity. (Please include the bonding rate). d. Experience Modifier Rating less than 1.0. e. Experience with the Utility Department's selected engineering firm, Hawkins-Weir Engineers, Inc. 5. Written responses should include at a minimum: a. Resumes of key personnel, including the superintendent(s) to be used. b. Specific recent project experience on similar projects, including: i. Information regarding completion time vs. contract time. ii. Information on the bid amount vs. the final contract payment amount. iii. Owner or reference contact information. c. Current and projected workload. d. Proof of current Arkansas contractor's license and insurance coverage including Professional Liability.
