The Department of Public Works, City and County of Denver, has issued a Request for Qualifications (the "RFQ") for professional services for On-Call Engineering Services for Community Network Bikeway Planning Services. Deadline to Submit Questions: July 17, 2019 at 10:00 a.m. local time. The City and County of Denver Department of Public Works (DPW) is rapidly implementing multimodal projects around the concept of completing an entire network within smaller areas of the City, a process the planning team has called the "Community Network" approach. This approach will provide a combination of multimodal projects (pedestrian, bike, transit, vision zero). The intent of network implementation is to meet our modal goals of 30% mode shift and reduction to 50% SOV. This contract focuses primarily upon providing consulting services for multimodal projects within three Community Networks that require planning services. It is the intent of DPW to award three contracts through this RFQ, one contract for each Community Network. Consultants are encouraged to rank each area to indicate which Community Network is best suited for the team. The attached Community Network Bikeway Maps display bikeway projects within the Community Networks that require planning services, as well as those that will go directly to the Design Phase. Consultants should note that a large proportion of projects to be planned include Neighborhood Bikeways. However, in this planning process, improvements for all multimodal transportation should be identified within each community. Planning services will include alternatives analysis, data collection and analysis, concept development, implementing a public participation process, conceptual cost development, risk assessment and working with neighborhood and City and County of Denver (CCD) stakeholders towards developing a multimodal community network concept for design development. About Elevate Denver Bond Program: Elevate Denver is a 10-year, $937 million general bond program approved by voters in 2017, that will enhance the City and County of Denver by providing critical improvements to the city's infrastructure - improving our roads, sidewalks, parks, recreation centers, libraries, cultural centers, public-owned buildings and safety facilities. The project goal of 24% must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%. As the City's best interests may appear, the Manager of Public Works reserves the right to waive informalities in, and to reject any or all, proposals. The Method of Contractor selection has not been determined at this time.
