Project will be developed as a 50/50 partnership with Noblesville requiring coordination with both INDOT and Noblesville. The selected firm will be required to provide Engineering Assessment, Environmental Documentation, Permits, Topographic Survey, Road Design, Lighting Design if needed, Title Research, R/W Engineering, Real Estate Acquisition Services, Utility Coordination, and Construction Phase Services. Additional services may also be required, such as Archaeological Investigations and Historical/Architectural Investigations. INDOT will provide Geotechnical Engineering, Pavement Design, and Railroad Coordination, as needed. The selected consultant's fee proposal shall be due 45 calendar days after the selection date for this RFP item. These contracts will utilize the INDOT eInvoice application. The city of Noblesville announced plans for a major infrastructure partnership with the Indiana Department of Transportation to construct five new roundabout intersections and complete other improvements. That include the following intersections: State Road 32 and State Road 38 (2021) State Road 32 and River Road (2021) 1901878 State Road 32 and Mill Creek Intersection Improvement (Roundabout) at Mill Creek Road in Hamilton Co. RP 082+018 to RP 082+068 $3,680,000.00 (2023) 1901880 State Road 38 and Logan Street Intersection Improvement (Roundabout) at Logan Street in Hamilton Co. RP 055+060 to RP 056+072 $2,380,000.00 (2023) 1901879 State Road 38 and Oakmont Drive/Whitcomb Place Intersection Improvement (Roundabout) at Oakmont Drive/ Whitcomb Place in Hamilton Co. RP 055+010 to RP 055+034 $2,269,000.00 (2023) The $16 million total cost of the project will be split with INDOT covering $9.5 million while the city will contribute $6.5 million. As of October 10, 2019 this projcet is seeking qualifications. Method of contractor selection is not disclosed. Construction is planned in two phases slated to begin in 2021 and 2023.
