Furnishing tools, materials and labor, and performing the work necessary to be done in the construction of the above. All bids that have been duly received will be publicly opened and read aloud by the Port Director, or a designated representative, in the Conference Room, or designated room, of The City of Tulsa - Rogers County Port Authority, Catoosa, Oklahoma, at the time and date shown above. The City of Tulsa - Rogers County Port Authority is exempt from the payment of any sales or use taxes, and pursuant to Title 68 O.S. Section 1356(10), direct vendors to the Authority are also exempt from those taxes. A bidder may exclude from this bid appropriated sales taxes, which will not have to be paid while acting for and on behalf of the City of Tulsa - Rogers County Port Authority. The City of Tulsa-Rogers County Port Authority reserves the right to waive any irregularity or informality or to reject any or all bids. The sealed proposal of each bidder shall be accompanied by a Non-collusion Affidavit, Business Relationship Affidavit, Bid Support Questionnaire (required whether prequalified by the City of Tulsa or the Oklahoma Department of Transportation or not) and a Certified or Cashiers Check or Bidders Surety Bond in the sum of five percent (5%) of the amount of the bid to be retained as liquidated damages in the event the successful bidder fails, neglects, or refuses to enter into said contract for the construction of said public improvements for said project, and furnish the necessary bonds within ten (10) working days from and after the date the award is made. Bids received more than ninety-six hours, excluding Saturdays, Sundays and holidays, before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. No bidder may withdraw its bid within thirty (30) days after the actual date of the opening.
