Completed plans call for the addition of a water / sewer project; for the renovation of a water / sewer project; for site work for a water / sewer project; for the demolition of a water / sewer project; and for paving for a road / highway.

Bids were opened on August 4, 2020. As of December 2, 2020, staff is currently working to complete the purchase of the property required for the expansion of the lift station prior to award of the bid. *The previous solicitation is listed below for reference. --- This project consists of the expansion of Lift Station 30 from a firm capacity of 4.61 MGD to a firm capacity of 11.7 MGD. Work includes all site work, structural, mechanical, electrical, and control components of the lift station, fencing, pavement, gravity sanitary sewers, force main, manholes, and all appurtenances necessary to deliver a complete and operational lift station to the owner. The scope of work also includes the replacement of approximately 3,840 linear feet of 30-inch gravity main along HWY 35 Bypass with 36-inch gravity main, 70 linear feet of 21-inch gravity main, 240 linear feet of 24-inch gravity main, a 335 linear foot crossing of HWY 35 Bypass, and approximately 1,830 linear feet of 20-inch force main along HWY 35 Bypass with 24-inch force main, including a pipe bridge across Mustang Bayou, all manholes, connections to existing facilities, and all necessary appurtenances to complete the project. Award of this contract is anticipated to occur in August, 2020. All bids must be accompanied by proposal guaranty in the form of a Certified or Cashier's Check, or Bidders Bond drawn to the order of the City of Alvin, and in the minimum amount of five percent (5%) of the total amount of the bid. No proposal may be withdrawn for a period of ninety (90) days after receipt of bids except with the approval of the City of Alvin. The City of Alvin reserves the right to reject any or all bids or to accept any bid from any responsible person which will be most advantageous to it and results in the best and most economical completion of the proposed improvements, facilities, works, equipment and appliances. The successful bidder will be required to provide a Performance Bond and Payment Bond in full amount of the contract. Within ten (10) calendar days after written notification of the Award of the Contract, the Contractor shall file with the Owner a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the total contract price, as evidenced by the proposal, from an approved surety company holding a permit from the State of Texas to act as a surety (and acceptable according to the latest list of companies holding a certificate of authority from the Secretary of the Treasury of the United States). Payment Bond shall be a surety bond in the amount of one hundred percent (100%) of the contract price conditioned that the Contractor shall pay all claimants supplying material and labor to him or any subcontractor in the prosecution of the work provided for in said Contract. Both Performance Bond and Payment Bond (without limitation or abrogation of any other provisions contained therein) shall be deemed to have been given pursuant to, Texas Government Code, Chapter 2253 and Insurance Code, Chapter 3503, to the same extent as if said article were copied in full in said bonds. The undersigned proposal is to complete the work quoted above on or before 330 Calendar days after the effective date of the work order. The undersigned further agrees that the Owner will suffer damages if the above quoted work is not finished and completed within the time allotted for such work and that these damages will accrue to the Owner as liquidated in the amount of $500.00 Per Calendar Day.
