Bids must be prepared on the forms provided in the bid documents. The tenderer must not, during the three (3) years preceding the date of opening of the tenders, have been the subject of an unsatisfactory performance report from the "Owner" or the Service Center representing him. relating to previous contracts. Tender contractors are responsible for the choice of subcontractors, both for their solvency and for the content of their tender.
