Council will vote on Tuesday whether to award the contract to EllisDon Corporation. The city received seven bids. Part of that contract is a $2.6 million cost to get the process started. The North Bay Community and Recreation Centre project will be located and integrated into the existing Omischl Sports Field Complex, opened in 2011 at 1099 Lakeshore Drive. The city intends to enter into a Progressive Design Build contract using a Canadian Construction Documents Contract with supplementary conditions, according to a report from council. “The value of work required has a target project budget of $59,500,000.00 (excluding HST). The city intends to use a Progressive Design-Build approach.” Funding for the project will come from various sources. The breakdown includes the Green and Inclusive Community Buildings Program from the federal government in the amount of $25,778,016 and 14,733,945 in special debt taken on by the City of North Bay. Additional funding is coming from Canadian Community Building Fund (former Federal Gas Tax) in the amount of $9,420,792 and $3,050,000 from reserves. Also, there is almost $3 million in C\capital levy/Paygo Funding, special dividend reserves worth $2.07 million and a million each from the Municipal Accommodation tax and Casino Funding. Council passed a resolution on Dec. 20, 2023 to direct staff to develop and issue a Progressive Design Build Request for Proposals to be issued early in the first quarter of 2024 for substantial construction completion of the project in 2025. EllisDon was established in 1951 and now has more than 4,000 employees worldwide. Some of the projects completed includes the Surrey Hospital and BC Cancer Centre, South Niagara Hospital, Canada Games Centre in Halifax, Two Park Central in Calgary, Alberta and The Natural History Museum Abu Dhabi. ----------------------------------------------------------------------------------------------------------------------------------------- Construction of a twin pad arena at the Steve Omischl Sports Complex. Construction of a new Community Centre building of approximately 85,000 sq. ft., include 2 Hockey Canada standard size ice surfaces, 200'x 85' with seating areas, changerooms, administration offices and kitchen space, a second level walking track and viewing area. The multi-use facility will be fully integrated with the existing Steve Omischl Sports Complex at 1055 Lakeshore Drive. The facility will be commissioned as a net-zero-carbon facility. *It's estimated meeting the Net Zero energy requirements could bring the project total to $60 million, if not more.
